1.1 Call to Order
Mr. Jameson, JTC 1 TAG Chairman, called the meeting to order at 10:00 AM on Wednesday, October 25, 2000.
1.2 Membership and Attendance
1.2.1 Introduction of Attendees and New MembersThe meeting participants were introduced. Mr. Jameson welcomed Laura Moore, the acting SC 24 Chairman. The attendance list is available in Attachment 1.
1.2.2 Status of Members in Jeopardy for Failure to Attend MeetingsVoting members of the JTC 1 TAG without representation at this meeting were:
- ASC T1
- Bull HN
- EIA
- Farance Incorporated
- Hitachi
- ICCP
- IEEE
- Intel
- Microsoft
- Panasonic
- Sony
Observer members of the JTC 1 TAG without representation at this meeting were:
- AIM Incorporated
- AT&T

- Federal Aviation Administration (FAA)

- US Department of Energy
Following the October 4, 2000 meeting, the JTC 1 TAG Administrator issued jeopardy letters to the following organizations for their failure to attend two out of three successive meetings: AIIM (JT/00-0570) and Bull HN (JT/00-0571).
As the AIIM representative was in attendance at this meeting, AIIM's membership has been returned to normal status.
Mr. Jameson noted that attendance at an open delegation meeting is mandatory only for members of the US delegation to the associated Plenary meeting. Since attendance is not mandatory at this meeting, Mr. Jameson noted that no organization would be placed in jeopardy for failure to attend. Attendance at open delegation meetings will count towards the establishment or maintenance of a voting membership on the committee.

1.2.3 Status of Members in Jeopardy for Failure to Return Letter BallotsThe report on voting for 4th Quarter 2000 (October 1 - December 31, 2000) will not available until January 2001.
1.2.4 Membership Report1.3 Approval of Draft Agenda, October 25-26, 2000Since the October 4, 2000 JTC 1 TAG meeting, the following changes in organizational representation have occurred:
- Due to the requirement that organizations holding JTC 1 SC and WG TAG assignments be members of the JTC 1 TAG, AIM Incorporated has requested voting membership (JT/00-0568). Mr. Stephen Halliday will serve as the AIM Incorporated principal representative on the JTC 1 TAG.
- Uniscape has requested Observer membership and has named Mr. Mike Ksar as its representative (JT/00-0574).
AIM Incorporated was not in attendance at this meeting and will attain voting rights upon completion of the membership requirements.
At the October 4, 2000 meeting it was reported that InterDigital Communications Corporation had requested voting membership on the JTC 1 TAG. As InterDigital was in attendance at this meeting as well as the October 4, 2000 JTC 1 TAG meeting, InterDigital has attained voting rights.
Total voting membership on the JTC 1 TAG is 27. Quorum is 14. Sixteen organizations with voting rights were in attendance at this meeting. The attendance list for the October 25-26, 2000 JTC 1 TAG Open Delegation meeting is available in Attachment 1.

Mr. Jameson welcomed the JTC 1 TAG members in attendance and observed that the focus of this meeting would be on the preparation of the US delegation and the development of the US delegates' instructions for the November 2000 JTC 1 Plenary in Tromsø, Norway.

At the October 4, 2000 JTC 1 TAG meeting, the revised US delegation to the November 2000 JTC 1 Plenary was approved:
Since the October 4, 2000 meeting, Messrs. Kisor and Richards have withdrawn from the US delegation. Following additional discussion, Mr. Jameson reviewed the revised US delegation:
The JTC 1 TAG addressed the following motion:
(Hogan/Higginbottom)The JTC 1 TAG Administrator will forward the revised list of US delegates to the November 2000 JTC 1 Plenary in Tromsø, Norway to the JTC 1 Secretariat."The JTC 1 TAG approves the revised US delegation to the November 2000 JTC 1 Plenary in Tromsø, Norway."
Vote on motion: Unanimous consent.
The motion passes.
Mr. Jameson reviewed the responsibilities associated with serving on the US delegation to a JTC 1 Plenary:

Mr. Jameson explained that the plenary agenda would be reviewed in conjunction with the draft version of the US delegates' instructions. The delegates' instructions would be revised and updated as US positions were determined.
As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final US delegates' instructions for the November 2000 JTC 1 Plenary were invited to contact the JTC 1 TAG Administrator.

| 4. Future Meetings |
In response to member sentiment supporting the coordination of JTC 1 TAG and NCITS meetings for 2001, the committees' officers reviewed the proposed 2001 schedules at the July 2000 JTC 1 TAG and NCITS meetings.
At the October 4, 2000 meeting, the 2001 JTC 1 TAG meeting dates and locations were revised as follows.
