1. Administrative

1.1 Call to Order

Mr. Thewlis, the recently appointed JTC 1 TAG Chairman, called the meeting to order at 10:00 AM on Thursday, October 18, 2001.

1.2 Membership and Attendance

1.2.1 Introduction of Attendees and New Members

The meeting participants were introduced. The attendance list is available in Attachment 1.

1.2.2 Status of Members in Jeopardy for Failure to Attend Meetings (J. Garner)

Voting members of the JTC 1 TAG without representation at this meeting were:

Following the October 3-4, 2001 meeting, the JTC 1 TAG Administrator issued a jeopardy letter to Bull HN for their failure to attend two out of three successive meetings. Although Bull HN was not represented at this meeting, their membership status was not adversely affected.

Attendance at an open delegation meeting is mandatory only for members of the US delegation to the associated Plenary meeting. Since attendance is not mandatory at this meeting, Mr. Thewlis noted that no organization would be placed in jeopardy for failure to attend. Attendance at open delegation meetings will count towards the establishment or maintenance of a voting membership on the committee.

1.2.3 Membership Report (J. Garner)

At the October 3-4, 2001 meeting, InterDigital was in attendance and requested reestablishment of their voting membership on the JTC 1 TAG. Since InterDigital was represented at this meeting, they have fulfilled the membership requirements and have reattained voting membership on the JTC 1 TAG.

Total voting membership on the JTC 1 TAG is 23. The attendance list for the October 18-19, 2001 JTC 1 TAG Open Delegation meeting is available in Attachment 1.

1.3 Approval of Draft Agenda, October 18-19, 2001

The second revised draft agenda (JT/01-0502) was approved as presented at this meeting by unanimous consent (Michael/Silletti).

2. Chairman's Remarks

Mr. Thewlis, JTC 1 TAG Chairman, welcomed the JTC 1 TAG members in attendance. On behalf of the JTC 1 TAG, Mr. Thewlis thanked Mrs. Rajchel and ANSI for hosting this meeting.

3. Preparation for the October 29 - November 2, 2001 JTC 1 Plenary - Hawaii

3.1 For Action - Approval of Final US Delegation to the October 29 - November 2, 2001 JTC 1 Plenary - Hawaii 

At the October 3-4, 2001 JTC 1 TAG meeting, the revised US delegation to the November 2000 JTC 1 Plenary was approved:

Changes to the delegation were addressed. Mr. Smith has indicated that he is unable to serve on the US delegation. Mr. Jameson will still be listed as US HoD on the official delegate listing sent to ANSI, however Mr. Thewlis, as JTC 1 TAG Chairman, has authority to appoint the US HoD and will name himself as HoD at the Plenary meeting.

At the October 3-4, 2001 meeting, the following motion was approved:

The JTC 1 TAG suspends its rules and grants the US HoD  the authority to excuse the participation of a delegate at the October 18-19, 2001 New York City US delegation meeting.
As US HoD, Mr. Thewlis excused Mr. Ksar's participation at this open delegation meeting.

Following discussion, Mr. Thewlis reviewed the final US delegation:

The JTC 1 TAG approves the final US delegation to the October/November 2001 JTC 1 Plenary in Hawaii.

Vote on motion: Unanimous consent

The motion passes.

Action Item: The JTC 1 TAG Administrator will forward the final list of US delegates to the October/November JTC 1 Plenary in Hawaii to the JTC 1 Secretariat.

There will be a mandatory caucus of the US delegation on Sunday, October 28 at 5:00 PM at the Orchid. The exact location of the caucus will be distributed by email prior to the meeting.

3.2 For Action - Review of October/November 2001 JTC 1 Plenary Agenda for Formulation of US Delegates' Instructions and US Positions

Mr. Thewlis explained that the final plenary agenda (JTC 1 N 6591) would be reviewed for the preparation of US positions on plenary issues. The US delegates' instructions would be prepared as US positions are developed.

As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final delegates' instructions for the October/November 2001 JTC 1 Plenary are asked to contact the JTC 1 TAG Administrator following the October 18-19, 2001 JTC 1 TAG Open Delegation meeting.

4. Future Meetings

4.1 Next Meeting - February 18-19, 2002

The next scheduled JTC 1 TAG meeting will be held February 18-19, 2002 in conjunction with the NCITS meeting on February 20-22, 2002. A meeting host and location have not yet been identified.

Members were encouraged to consider hosting meetings in 2002 and to submit hosting offers to the JTC 1 TAG Administrator.

4.2 2002 Meeting Schedule for the JTC 1 TAG

The 2002 JTC 1 TAG meeting schedule (JT/01-0407) will be revised to reflect the open delegation meeting on October 9-10, 2002. The meeting schedule will be adjusted, as needed, upon confirmation of the 2002 JTC 1 Plenary date.

5. Adjournment

The October 18-19, 2001 JTC 1 TAG Open Delegation meeting was adjourned by unanimous consent (Kisor/Zajaczkowski) at 1:00 PM on Friday, October 19, 2001.
