1. Administrative

1.1 Call to Order

Mr. Frost called the 31st meeting of the JTC 1 TAG to order at 10:00 AM on Tuesday, August 26, 1997. He noted that the focus of this meeting would be the preparation of the US delegation and the development of US positions to the September 1997 JTC 1 Plenary.

Mr. Frost thanked Mr. Smith and the US Department of Defense for hosting the meeting.

1.2 Membership and Attendance

Since the June 1997 meeting of the JTC 1 TAG, several changes in organizational representation have occurred:

Three organizations have requested membership on the JTC 1 TAG:

As representatives from Intel and Microsoft were in attendance, their organizations attained voting rights at this meeting.

Motorola and Pithecanthropus had representatives in attendance at this meeting and will attain voting rights upon completion of the membership requirements.

American Trucking Associations and Ericsson have requested membership on the JTC 1 TAG but have not yet been in attendance. ATA and Ericsson will attain voting rights upon completion of the membership requirements.

Following the June 1997 JTC 1 TAG meeting, DISA (JT/97-0220) and Share (JT/97-0221) were notified that their memberships on the JTC 1 TAG were in jeopardy for failure to attend meetings. Representatives from both organizations were in attendance at this meeting. DISA and Share memberships are returned to normal status.

Organizations without representation at this meeting of the JTC 1 TAG were: AIIM, AIM USA, ASC T1, Bull-HN, Compaq, EIA, Imation, NCS, Panasonic, Sony, Storage Technology, Sybase, UCC, and US Department of Energy.

Since attendance was not mandatory at this meeting, Mr. Frost noted that no organizations would be placed in jeopardy for failure to attend.

Total voting membership on the JTC 1 TAG is 37 (excluding observers at this meeting). Quorum is 19.

Representatives from 23 voting organizations were in attendance at the August 1997 JTC 1 TAG meeting, as shown in Attachment 1.

1.3 Approval of Draft Agenda, August 26-27, 1997

The revised draft agenda (JT/97-0299) was approved as presented by unanimous consent (Urman/Camp ) and is available in Attachment 2.

2. Chairman's Remarks

Mr. Frost welcomed the newest JTC 1 TAG members, Intel and Microsoft, and prospective members Motorola and Pithecanthropus. He thanked them for their interest in the work of the JTC 1 TAG.

Mr. Frost announced that a reception would be held in honor of Mr. James Converse's retirement from Eastman-Kodak on Wednesday, August 27 and invited JTC 1 TAG members to attend. He thanked Mr. Converse for his invaluable contributions to both NCITS and the JTC 1 TAG.

Mr. Frost noted that the two major topics on the JTC 1 Plenary agenda would be finalization of the JTC 1 Reengineering effort and IT implementation strategy.


3. Preparation for the September 1997 JTC 1 Plenary - Ottawa

3.1 Approval of the US Delegation

At the June 1997 JTC 1 TAG meeting, the US delegation to the September 1997 JTC 1 Plenary in Ottawa, Canada was approved. Following the June meeting:

The JTC 1 TAG Administrator will forward the revised list of US delegates to the September 1997 JTC 1 Plenary in Ottawa, Canada to the JTC 1 Secretariat.

Mr. Frost reviewed the responsibilities associated with serving on the US delegation to a JTC 1 Plenary:

3.2 Review of September 1997 JTC 1 Plenary Agenda for the Formulation of Delegates' Instructions and US Positions

Mr. Frost explained that the plenary agenda would be reviewed in conjunction with the draft delegates' instructions. The delegates' instructions would be revised and updated as US positions were determined.

As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final delegates' instructions for the September 1997 JTC 1 Plenary in Ottawa are asked to contact the JTC 1 TAG Administrator.

3.2.1 W1 Concerns Regarding Fast-Track of DIS 15775 (Related to JTC 1 Plenary agenda item 11.2.4)

Mr. Frost explained that the W1 concerns regarding the fast-track processing of DIS 15775, detailed in JT/97-0297, would be addressed in conjunction with JTC 1 Plenary agenda item 11.2.4 as posted to the most current plenary agenda (JTC 1 N 4901).

Mr. Jameson reported that JTC 1 N 4835 is an SC 28 contribution asking for SC review of potential fast-track submittals. Mr. Jameson explained that the US does not support changes to the current fast-track process due to the potential for undesired processing delays.

Mr. Flannery, a representative of W1, explained that the W1 concerns detailed in JT/97-0297 were in response to incomplete documentation and perceived copyright irregularities related to the fast-track submission of DIS 15775, as initiated by Germany.

Following discussion, it was agreed that an attempt to revise the fast-track procedures to resolve this particular situation would cause severe problems in other SCs and further more, would not be an appropriate means to address this situation. Mr. Jameson explained that the fact that ITTF had issued and distributed this DIS indicated that copyright issues have been resolved. Mr. Hogan agreed to contact the JTC 1 Secretariat about the missing parts of the DIS and seek administrative intervention.

In summary, Mr. Jameson explained that the problematic issue highlighted by this incident is that it is very difficult for a ballot to fail in JTC 1 today. Following additional discussion, the JTC 1 TAG Administrator was asked to post an agenda item entitled "Additional Criteria for the Approval of JTC 1 Ballots" to the October JTC 1 TAG agenda. JTC 1 TAG members were asked to provide contributions on this topic for discussion in October. If required, this agenda item could be carried over to the following meeting.

4. Future Meetings

Mr. Frost reported that the October 28-29, 1997 meeting of the JTC 1 TAG was tentatively scheduled to be held in Redmond, Washington. Microsoft again extended its offer to host the October meeting and agreed to coordinate the details with the JTC 1 TAG Administrator.

Mr. Frost reported that due to scheduling conflicts, the March 1998 JTC 1 TAG would be rescheduled for March 26-27. The JTC 1 TAG Administrator will issue a revised 1998 meeting schedule to reflect this change.
