1. Administrative
1.1 Call to OrderMr. Frost called the 34th meeting of the JTC 1 TAG to order at 10:00 AM on Tuesday, May 12, 1998. He noted that the focus of this meeting would be the preparation of the US delegation and the development of US positions to the June 1998 JTC 1 Plenary.
On behalf of the JTC 1 TAG, Mr. Frost thanked Mr. Urman and IBM Corporation for hosting the meeting.
1.2 Membership and Attendance
Since the March 1998 meeting of the JTC 1 TAG, the following changes in organizational representation have occurred:
- Ms. Denise Pribula has been named the IEEE principal representative on the JTC 1 TAG with Dr. Robert Pritchard serving as the alternate (JT/98-0112).
- Mr. Bill LaPlant has been named the NIST additional alternate on the JTC 1 TAG (JT/98-0120).
American Trucking Associations, ID Systems Magazine and Plum Hall have requested membership on the JTC 1 TAG but were not in attendance at this meeting. ATA, ID Systems Magazine and Plum Hall will attain voting rights upon completion of the membership requirements.
Ericsson has requested membership on the JTC 1 TAG but has not yet attended a meeting. Ericsson will attain voting rights upon completion of the membership requirements.
Following the March 1998 JTC 1 TAG meeting, AIM USA (JT/98-0098), ASC T1 (JT/98-0099) and Panasonic Technologies (JT/98-0100) were notified that their memberships on the JTC 1 TAG were in jeopardy for failure to attend meetings. A representative from ASC T1 was in attendance at this meeting. ASC T1's membership on the JTC 1 TAG is returned to normal status.
Voting members of the JTC 1 TAG without representation at this meeting were: AIIM, AIM USA, AMP, Boeing, Bull-HN, Eastman Kodak, EIA, Hughes, ICCP, IEEE, Lucent, Motorola, NCS, Panasonic, Pithecanthropus, Sony, Storage Technology, Sybase, UCC and Xerox. Observer member Imation was not represented at this JTC 1 TAG meeting.
Attendance at an open delegation meeting is mandatory only for members of the US delegation to the associated JTC 1 plenary meeting. Since attendance is not mandatory at this meeting, Mr. Frost noted that no organization would be placed in jeopardy for failure to attend. Attendance at open delegation meetings will count towards the establishment or maintenance of a voting membership on the committee.
Total voting membership on the JTC 1 TAG is 39. Quorum is 20.
Representatives from 19 voting organizations were in attendance at the May 1998 JTC 1 TAG meeting, as shown in Attachment 1.

2. Chairman's Remarks
Mr. Frost welcomed the JTC 1 TAG members. He noted that the focus of this meeting would be on the preparation of the US delegation for the June 1998 JTC 1 Plenary.
Mr. Frost noted that the JTC 1 TAG ballot on endorsement of his candidacy as JTC 1 Chairman closed, and the US National Body endorsement was forwarded to ANSI.
Due to the resignation of Mrs. Lawler, Mr. Frost will Chair the June 1998 JTC 1 Plenary. Mr. Jameson will serve as the US Head of Delegation.
Mr. Frost noted that upon formal confirmation of his appointment as JTC 1 Chairman, he will announce his resignation as JTC 1 TAG Chairman.
3. ANSI Request for JTC 1 TAG Input on ISO/TMB Issues
3.1 Title and Scope of ISO/TC 154ANSI has requested JTC 1 TAG input on ISO/TMB issues related to ISO/TC 154 JT/98-0166):
- Item 3 - Title and Scope of TC 154, is on the TMB agenda for information. The JTC 1 TAG noted that the revised title and scope of TC 154 has already been approved by TMB.
- Item 4 - ISO/IEC JTC 1 - ISO/TC 154, is on the TMB agenda for decision. At the September 1997 JTC 1 Plenary in Ottawa, JTC 1 requested that ISO/TMB stop processing of ISO 9735 Parts 1-10 until the JTC 1 concerns regarding duplication and conflict with existing JTC 1 standards could be resolved. Although the JTC 1 TAG understands that some work has been done to resolve this conflict, the US supports the recommendation that JTC 1 and ISO/TC 154 make a joint recommendation for a further progression of the ISO 9735 series of standards. The US could recommend that the two groups meet and supports having Canada take the lead on this activity as Canada initially raised the concern.
The JTC 1 TAG Administrator will forward the JTC 1 TAG's input to ANSI for consideration at the ISO/TMB meeting in June.

4. Preparation for the June 1998 JTC 1 Plenary - Sendai
4.1 Approval of US DelegationAt the March 1998 JTC 1 TAG meeting, the US delegation to the June 1998 JTC 1 Plenary in Sendai, Japan was approved. Following the March meeting:
- Messrs. Clyde Camp, John Hill and Michael Hogan have asked to be removed from the delegation.
- As Mr. Thomas Frost has been asked to Chair the JTC 1 Plenary meeting, Mr. Scott Jameson will serve as the US Head of Delegation.
Following the discussion, Ms. Garner reviewed the revised US delegation:

- Mr. Kisor
- Mr. Oksala
- Mr. Smith
- Mr. Urman
- Mr. Willingmyre
The JTC 1 TAG addressed the following motion:

"The JTC 1 TAG approves the revised US delegation to the June 1998 JTC 1 Plenary in Sendai, Japan."
Vote on motion: Unanimous
Motion passes.
The JTC 1 TAG Administrator will forward the revised list of US delegates to the June 1998 JTC 1 Plenary in Sendai, Japan to the JTC 1 Secretariat.
Mr. Frost reviewed the responsibilities associated with serving on the US delegation to a JTC 1 Plenary:
- Delegates are expected to be familiar with US positions and to promote them at the meeting.
- Attendance at all delegation caucuses is mandatory. The first caucus will be held Monday, June 1 from 5:00 to 8:00 PM in Sendai. Mr. Jameson will notify the delegation of the exact location.
- Lead delegates will be assigned to each plenary agenda item and are expected to serve as experts on their assigned topics.
4.2 Review of June 1998 JTC 1 Plenary Agenda for the Formulation of Delegates' Instructions and US Positions
Mr. Frost explained that the plenary agenda would be reviewed in conjunction with the draft delegates' instructions. The delegates' instructions would be revised and updated as US positions were determined.
As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final delegates' instructions for the June 1998 JTC 1 Plenary are asked to contact the JTC 1 TAG Administrator.

5. Future Meetings
5.1 1998 Meeting Schedules for JTC 1 and the JTC 1 TAGThe 1998 meeting schedule for the JTC 1 TAG is detailed in JT/98-0116.
Mr. Frost reported that the JTC 1 TAG July 21-22, 1998 meeting in Portland, Oregon would be hosted by Intel. The October 20-22, 1998 meeting will be hosted by Plum Hall in Kona, Hawaii.
