1. Administrative
1.1 Call to Order
Mr. Jameson called the 37th meeting of the JTC 1 TAG to order at 10:00 AM on Tuesday, December 15, 1998. He noted that the focus of this meeting would be the preparation of the US delegates and the development of US positions to the January 1999 JTC 1 Plenary.
1.2 Membership and Attendance
1.2.1 Introduction of Attendees and New Members
1.2.2 Status of Members in Jeopardy for Failure to Attend Meetings
Following the October 1998 meeting, the JTC 1 TAG Administrator issued jeopardy letters to the following organizations for their failure to attend two out of three successive meetings: ASC T1 (JT/98-0417), Boeing (JT/98-0418), Motorola (JT/98-0419), National Communications System (NCS) (JT/98-0420), NIST (JT/98-0421), Sybase (JT/98-0422), US Department of Energy (JT/98-0423), and Xerox (JT/98-0424).
As representatives from ASC T1, NIST, and Xerox were in attendance at the December 1998 JTC 1 TAG meeting, their organizations' memberships are returned to normal status.

1.2.3 Membership Report
Since the October 1998 meeting of the JTC 1 TAG, the following changes in organizational representation have occurred:
- Mr. Randall Kilmartin has been named the Bull HN principal on the JTC 1 TAG (JT/98-0407).
- Mr. Carl Cargill has been named the Sun Microsystems principal on the JTC 1 TAG with Mr. Ken Urquhart serving as the Sun alternate (JT/98-0427).
- Dr. James Carlo has been named the Texas Instruments observer on the JTC 1 TAG (JT/98-0454).
At the October 1998 JTC 1 TAG meeting, the JTC 1 TAG denied AIM USA's request for waiver of the meeting attendance requirement to excuse the organization's absence at the October 20-22, 1998 JTC 1 TAG meeting. AIM USA's membership on the JTC 1 TAG has been changed to observer status (JT/98-0416).
American Trucking Associations (ATA) has canceled its membership on the JTC 1 TAG (JT/98-0464).
Mr. Clyde Camp has requested membership on the JTC 1 TAG but has not yet attended a meeting. Mr. Camp will attain voting rights upon completion of the membership requirements.
Voting members of the JTC 1 TAG without representation at this meeting were: AIIM, Boeing, Bull HN, EIA, IEEE, Intel, Lucent, Motorola, NCS, Panasonic, Plum Hall, SHARE, Sony, Sun Microsystems, Sybase, UCC, and US Department of Energy.
Observer members not represented at this JTC 1 TAG meeting were: AIM USA, AMP, and Imation.
Attendance at an open delegation meeting is mandatory only for members of the US delegation to the associated JTC 1 plenary meeting. Since attendance is not mandatory at this meeting, Mr. Jameson noted that no organization would be placed in jeopardy for failure to attend. Attendance at open delegation meetings will count towards the establishment or maintenance of a voting membership on the committee.
Total voting membership on the JTC 1 TAG is 32. Quorum is 17.
Representatives from 16 voting organizations were in attendance at the December 1998 JTC 1 TAG meeting, as shown in Attachment 1.
1.3 Approval of Draft Agenda, December 15-16, 1998
The second revised draft agenda (JT/98-0485) was approved as presented by unanimous consent (Urman/Heil) and is available in Attachment 2.

2. Chairman's Remarks
Mr. Jameson welcomed the JTC 1 TAG members. Mr. Jameson reported that the focus of this meeting would be on the preparation of the US delegates for the January 1999 JTC 1 Plenary. He noted his intent to cover plenary issues in agenda item order with the following exceptions:
The JTC 1 TAG members were invited to attend a reception in honor of Mr. Frost at 4:00 PM on Tuesday, December 15, 1998.
3. Preparation for the January 1999 JTC 1 Plenary - Rio de Janeiro, Brazil
3.1 Approval of US Delegation
The meeting announcement and logistics for the January 1999 JTC 1 Plenary are detailed in JTC 1 N 5476.
At the October 1998 JTC 1 TAG meeting, the US delegation to the January 1999 JTC 1 Plenary in Rio de Janeiro, Brazil was approved. Following the October meeting:
Mr. Jameson noted that Mr. Kisor was unable to attend this delegates' meeting due to a family emergency.
Following additional discussion, Mr. Jameson reviewed the revised US delegation:
As there was no objection to the revised US delegation, the JTC 1 TAG Administrator will forward the revised list of US delegates to the January 1999 JTC 1 Plenary in Rio de Janeiro, Brazil to the JTC 1 Secretariat.

3.2 Review of January 1999 JTC 1 Plenary Agenda for the Formulation of Delegates' Instructions and US Positions
Mr. Jameson explained that the plenary agenda would be reviewed in conjunction with the draft of the delegates' instructions. The delegates' instructions would be revised and updated as US positions were determined.
As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final delegates' instructions for the January 1999 JTC 1 Plenary are asked to contact the JTC 1 TAG Administrator.

4. ANSI Request for JTC 1 TAG Input on the Internet Domain Name Process
ANSI has requested JTC 1 TAG input on the Internet Domain Name Process (JT/98-0438). JTC 1 TAG member comments were due to the JTC 1 TAG Administrator by November 24 for consideration at the December 1998 JTC 1 TAG meeting. Ms. Garner reported that no comments have been received to date.
Following additional discussion, the JTC 1 TAG asked Mr. Urman to work with the JTC 1 TAG Administrator in preparing a response to the ANSI request for JTC 1 TAG input on the Internet Domain Name Process.

5. Future Meetings
5.1 1999 Meeting Schedules for JTC 1 and the JTC 1 TAG
The 1999 meeting schedule for the JTC 1 TAG is detailed in JT/98-0292.
SHARE, Inc. has offered to host the March 23-24, 1999 JTC 1 TAG meeting in the San Francisco, California area. At the October 1998 meeting, Mr. Thewlis agreed to forward the meeting logistics, when finalized, to the JTC 1 TAG Administrator for distribution to the JTC 1 TAG.
JTC 1 TAG members interested in hosting meetings in 1999 are encouraged to contact the JTC 1 TAG Administrator.
The JTC 1 TAG Administrator will revise the 1999 meeting schedules for JTC 1 and the JTC 1 TAG based upon the following updates:
