1. Administrative

1.1 Call to Order

Mr. Jameson called the 40th meeting of the JTC 1 TAG to order at 10:00 AM on Tuesday, September 28, 1999. He noted that the focus of this meeting would be the preparation of the US delegates and the development of US delegates' instructions for the November 1999 JTC 1 Plenary in Seoul, Korea.

Mr. Jameson thanked Mr. Smith (US DoD/DISA) and the US Air Force for hosting this meeting at Product Data Integration Technologies, Inc.

1.2 Membership and Attendance

1.2.1 Introduction of Attendees and New Members

Mr. Jameson welcomed Dr. Deutsch, the Oracle representative, to his first JTC 1 TAG meeting for Oracle.

1.2.2 Status of Members in Jeopardy for Failure to Attend Meetings

Following the June 1999 meeting, the JTC 1 TAG Administrator issued jeopardy letters to the following organizations for their failure to attend two out of three successive meetings: Bull HN (JT/99-0247) and Sybase (JT/99-0248). Neither organization was represented at the September 1999 JTC 1 TAG meeting. If they are not represented at the December 1999 JTC 1 TAG meeting, Bull HN and Sybase will lose their voting rights on the JTC 1 TAG and will be changed to Observer membership.

Mr. Jameson noted that attendance at an open delegation meeting is mandatory only for members of the US delegation to the associated JTC 1 plenary meeting. Since attendance is not mandatory at this meeting, Mr. Jameson noted that no organization would be placed in jeopardy for failure to attend. Attendance at open delegation meetings will count towards the establishment or maintenance of a voting membership on the committee.

1.2.3 Status of Members in Jeopardy for Failure to Return Letter Ballots

At the June 1999 JTC 1 TAG meeting, the JTC 1 TAG approved the suspension of the JTC 1 TAG voting requirement to return 80% of letter ballots for remainder of 1999. As such, no JTC 1 TAG members are in jeopardy for failure to return letter ballots.

1.2.4 Membership Report

Since the June 1999 JTC 1 TAG meeting, the following changes in organizational representation have occurred:

The Federal Aviation Administration (FAA) has changed its membership request to Observer membership on the JTC 1 TAG (JT/99-0282).

Oracle Corporation has requested membership on the JTC 1 TAG (JT/99-0339). Dr. Donald Deutsch will serve as the Oracle principal on the JTC 1 TAG. As Oracle was in attendance at the September 1999 JTC 1 TAG meeting, Oracle will attain voting rights upon completion of the membership requirements.

Farance Incorporated has requested voting membership on the JTC 1 TAG and attended the March 1999 JTC 1 TAG meeting. As Farance Incorporated was represented at the September 1999 JTC 1 TAG meeting, Farance Incorporated has attained voting rights on the JTC 1 TAG.

Following the March 1999 JTC 1 TAG meeting, US DoE was changed to Observer membership for failure to attend meetings. The DoE representatives were notified that their organization could reattain voting rights by attending two of three consecutive JTC 1 TAG meetings. As a US DoE representative was in attendance at the June 1999 meeting, US DoE will attain voting rights upon attendance at the December 1999 or March 2000 JTC 1 TAG meeting.

Total voting membership on the JTC 1 TAG is 28. Quorum is 15. Twelve organizations with voting rights were in attendance at this meeting. The attendance list for the September 1999 JTC 1 TAG meeting is contained in Attachment 1.

2. Chairman's Remarks

Mr. Jameson welcomed the JTC 1 TAG members and reported that the focus of this meeting would be on the preparation US delegates' instructions and finalizing the delegation for the November 1999 JTC 1 Plenary in Seoul, Korea.


3. Preparation for the November 1999 JTC 1 Plenary - Seoul, Korea

3.1 Approval of US Delegation

The meeting announcement and logistics for the November 1999 JTC 1 Plenary in Seoul, Korea are detailed in JTC 1 N 5837.

At the June 1999 JTC 1 TAG meeting, the US delegation to the November 1999 JTC 1 Plenary was approved. Following the October meeting:

Following additional discussion, Mr. Jameson reviewed the revised US delegation: The JTC 1 TAG addressed the following motion:

"The JTC 1 TAG approves the revised US delegation to the November 1999 JTC 1 Plenary in Seoul, Korea."

Vote on motion: unanimous

The motion passes.

As there was no objection to the revised US delegation, the JTC 1 TAG Administrator will forward the revised list of US delegates to the November 1999 JTC 1 Plenary in Seoul, Korea to the JTC 1 Secretariat. Delegates were reminded to complete the registration form contained in JTC 1 N 5837 and submit the form to the meeting host no later than October 15.

3.2 Review of November 1999 JTC 1 Plenary Agenda for the Formulation of Delegates' Instructions and US Positions

Mr. Jameson explained that the plenary agenda would be reviewed in conjunction with the draft of the delegates' instructions. The delegates' instructions would be revised and updated as US positions were determined.

As is customary, the formulation of delegates' instructions is not captured in the minutes of JTC 1 TAG meetings. JTC 1 TAG members who would like to receive a copy of the final delegates' instructions for the November 1999 JTC 1 Plenary are asked to contact the JTC 1 TAG Administrator.

4. Future Meetings

4.1 1999 and 2000 Meeting Schedules for JTC 1 and the JTC 1 TAG

The schedule for 1999 JTC 1 TAG meetings is detailed in (JT/99-0036). The next JTC 1 TAG meeting will be held December 1-2, 1999 at a location to be determined. JTC 1 TAG Members interested in hosting this meeting were encouraged to notify the JTC 1 TAG Administrator. The JTC 1 TAG Administrator was asked to check on meeting room availability at ITI.

The 2000 JTC 1 TAG meeting schedule is contained in JT/99-0250.
