Foreword

Organization and Procedures of the JTC 1 TAG (JTC 1 TAG/TD-1) is based on the specific rules prescribed in the American National Standards Institute (ANSI) Procedures for U.S. Participation in the International Standards Activities of the ISO and the Memorandum of Agreement (MOA) - U.S. TAGs for ISO/IEC JTC 1 and its Subgroups. It is also responsive to the requirements laid down by the ISO/IEC Directives: Procedures for the Technical Work of ISO/IEC JTC 1 on Information Technology, and Supplements thereto. These documents are available from ANSI and via the JTC 1 TAG web site http://www.jtc1tag.org.

JTC 1 TAG Subgroups may develop operational procedures (in addition to those contained herein) in order to accomplish their specific tasks. Such procedures shall be compliant with this document.

There are TAGs in the JTC 1 framework that, under the Memorandum of Agreement, develop U.S. positions directly for ANSI. These TAGs operate under their own procedures, as approved by ANSI.
 

1.0 Introduction

Section 3 describes the organization of ANSI's Technical Advisory Group for ISO/IEC Joint Technical Committee 1 (JTC 1 TAG) and its subgroups, and also deals with the JTC 1 TAG Administrator and its role in the international standards development process. Section 4 gives the rules of the JTC 1 TAG and its subgroups concerning membership, meetings, and voting. The basic procedures under which the JTC 1 TAG and its subgroups operate are contained in Section 5.

Throughout this document, the following rule has been applied when possible:

Where an entity, organization, or document type is referenced for the first time, the entire name or title is reflected with the appropriate abbreviation in parentheses immediately following. When the term appears again, only the abbreviation is used.
A list of all abbreviations and a glossary are included at the end of the document, as Appendix B and Appendix C.

All appendices to this document are for information purposes. These appendices are non-normative.

3.1. Technical Advisory Group for ISO/IEC Joint Technical Committee 1, Information Technology (JTC 1 TAG)

The organization of the JTC 1 TAG is shown in Appendix A. The JTC 1 TAG has the authority to define its organizational functions and structure.

3.1.1. Scope

JTC 1 TAG serves as ANSI's Technical Advisory Group for ISO/IEC Joint Technical Committee 1, Information Technology, that has the following scope:

International standardization in the field of information technology.

3.1.2. Program of Work

The JTC 1 TAG program of work is the U.S. counterpart of the JTC 1 program of work that is segmented into "projects," each related to the development of a specific international standard (IS), technical report (TR) or study, with each assigned to a JTC 1 Subgroup. In carrying out its program of work, the JTC 1 TAG has three primary responsibilities relative to ANSI's participation in JTC 1.

3.1.2.1. Position Formulation

The JTC 1 TAG serves as the U.S. position formulation body for policy, administrative, organizational, work program, and management matters relating to JTC 1. Subcommittee, Working Group, and Project TAGs (referred to herein as subsidiary TAGs) will be consulted on these matters when their areas of responsibility are directly affected.

These areas of responsibility include the following:
 

a) Recommends registration of ANSI as a P- or O-member of a JTC 1 Subcommittee or recommends a change in ANSI membership status on a JTC 1 Subcommittee.
b) Provides adequate U.S. representation for JTC 1 and Special Working Groups (unless otherwise assigned), designates heads of delegations and members of delegations, and ensures compliance with the Guide for U.S. Delegates to IEC/ISO Meetings.
c) Determines U.S. positions for agenda items of JTC 1 and Special Working Groups (unless otherwise assigned) and advises the U.S. delegation of any flexibility it may have on these positions.
d) Determines U.S. positions as required by the MOA.
e) Provides assistance to the Secretariat of JTC 1, as requested.
f) Recommends to ANSI acceptance of JTC 1 Subcommittee Secretariats and any other organizational responsibilities.
g) Recommends to ANSI that invitations be extended for JTC 1, its Special Working Groups, Subcommittees, and Working Groups, to meet in the U.S.
h) Recommends to ANSI U.S. candidates for the Chairmen of JTC 1 and its Subcommittees, and Conveners of Special Working Groups and Working Groups.

3.1.2.2. Coordination, Management, and Oversight

The JTC 1 TAG provides coordination, management, and oversight of the U.S. TAG process as it relates to JTC 1, and its Subcommittees, Working Groups, and Projects, including recommendations to ANSI on the assignment of these TAGs.

These areas of responsibility include the following:

a) Recommends to ANSI the assignment of TAG responsibilities to appropriate U.S. groups.
b) Assigns non-U.S.-originated New Work Item Proposals (NPs) to appropriate TAG organizations and coordinates U.S. positions in cases where more than one TAG is affected or issues of workload, management, or policy need to be considered.
c) Identifies and establishes liaison with other U.S. TAGs in related fields and identifies ISO or IEC activities that may overlap the TAG's scope. Liaisons to the JTC 1 TAG include the U.S. national equivalent of those organizations (where possible) that are liaisons to JTC 1 and any other organizations as appropriate.
d) Provides overall guidance to U.S. TAG activities relating to JTC 1 to ensure appropriate U.S. representation and consistent U.S. positions.
e) Creates and disbands management and technical subgroups.
f) Elects the Chair and Vice Chair of the JTC 1 TAG, and of any directly reporting management and technical subgroups.
g) Recalls the Chair and Vice Chair of the JTC 1 TAG, and of any directly reporting management and technical subgroups, as circumstances require.
h) Evaluates and approves recommendations for Administrator operating expenses, revenues and special accounts.
i) Monitors the JTC 1 TAG Administrator's budget reports and makes appropriate recommendations on cost monitoring, resources, and revenue.
j) Forecasts services required from the Administrator.
k) Approves establishment or discontinuation of JTC 1 TAG standing documents.
l) Approves the content of all JTC 1 TAG standing documents.

3.1.2.3. Technical Responsibilities

The JTC 1 TAG acts as the Subcommittee, Working Group, or Project TAG in cases where a specific TAG assignment does not exist, where an existing TAG is not responsive, or in special cases where the TAG has been established directly under the JTC 1 TAG. This responsibility includes all matters pertaining to New Work Item Proposals (NPs), Committee Drafts (CDs), Draft International Standards (DISs), Final Draft International Standards (FDISs) and delegations to the relevant JTC 1 Subgroup.
 

3.2. JTC 1 TAG Procedures Group (JTPG)

3.2.1. Scope

The JTC 1 TAG Procedures Group (JTPG) is an advisory subgroup to the JTC 1 TAG. JTPG is responsible for making recommendations to the JTC 1 TAG on all matters pertaining to procedures for the JTC 1 TAG and its subgroups. JTPG also formulates recommendations to the JTC 1 TAG on international procedural issues related to JTC 1.

3.2.2. Program of Work

The responsibilities delegated to JTPG by the JTC 1 TAG are the following:
a) Drafts and recommends to the JTC 1 TAG and the JTC 1 TAG Administrator the procedures for operation of the JTC 1 TAG and its subgroups (JTC 1 TAG/TD-1, Organization and Procedures), assuring they are in compliance with ANSI procedures and JTC 1 TAG policies, and amending them as necessary.
b) Responds to requests for changes, enhancements, or new developments to the procedures.
c) Circulates proposed changes, modifications, and enhancements to affected subgroup(s) for preliminary review and comment.
d) Formulates recommendations to the JTC 1 TAG on procedural issues that fall outside the currently approved procedures. Maintains a record of judgments. Considers these for future incorporation into appropriate standing documents.
e) Interprets procedures as needed upon request.
f) Maintains a record of interpretations of existing procedures. Considers these for future incorporation in appropriate standing documents.
g) Reviews and approves any internal operating procedures developed by a JTC 1 TAG Subgroup to ensure compliance with this document.
h) Formulates recommendations to the JTC 1 TAG on international procedural issues relating to JTC 1.


3.3. JTC 1 TAG Finance Committee (JTFC)

3.3.1. Scope

The JTC 1 TAG Finance Committee is an advisory subgroup to the JTC 1 TAG.  The Finance Committee is responsible for making recommendations to the JTC 1 TAG on all matters pertaining to the finances of the JTC 1 TAG and the JTC 1 International Program.

3.3.2. Program of Work

The responsibilities delegated to the JTC 1 TAG Finance Committee by the JTC 1 TAG are the following:
a) Review the financial results (budgets and actuals) of the JTC 1 TAG Administrator and the ANSI International Program
b) Make recommendations on JTC 1 TAG Administrator Service Fees
c) Make recommendations on JTC 1 TAG Administrator and JTC 1 International Program budgets
d) Make recommendations on financial aspects of acquisition, retention, and divestiture of JTC 1 Secretariats
e) Make recommendations on financial aspects of hosting of JTC 1 Plenary meetings
f) Serve as the TAG's focal point for interacting with Standards Development Organizations (SDOs) on matters relating to the JTC 1 International Program


3.4. Ad Hoc Groups

An ad hoc group may be established by the Chair of the parent body for one or more specific tasks to be completed not later than the end of the second following meeting of the parent body. Such a group may consist of one or more persons. Its function is to do a specific job and report back. Upon completion of its report, or at the second meeting of the parent body following the ad hoc group's establishment, the group is dissolved.

Since an ad hoc group is limited in duration and scope, its business may be conducted less formally than that of other JTC 1 TAG Subgroups. The principal record-keeping effort should be the documentation of its report. However, when the ad hoc group meets between scheduled meetings of its parent group, then the requirements for meeting notices and agenda in 4.3 shall be followed. Results of such meetings may be documented in minutes or in the final report to the parent committee.
 

3.5. JTC 1 TAG Administrator

The Information Technology Industry Council (ITI) is the JTC 1 TAG Administrator.

The duties of a TAG Administrator are defined by ANSI, and are listed in the ANSI Procedures for U.S. Participation in the International Standards Activities of the ISO. Additional duties are assigned by the JTC 1 TAG. The following duties are included:

a) Organizes the JTC 1 TAG and applies for TAG accreditation.
b) Submits annually the list of JTC 1 TAG members for review by ANSI.
c) Provides for administrative services, including arrangements for meetings, timely preparation and distribution of documents related to the work of the JTC 1 TAG, and maintenance of appropriate records.
d) Transmits U.S. proposals and U.S. positions, as developed and approved by the JTC 1 TAG, to ANSI.
e) Administers the procedure to hear appeals of actions or inactions of the JTC 1 TAG.
f) Submits reports on status of work to ANSI at least annually.
g) Ensures compliance with the applicable ANSI, ISO/IEC, and JTC 1 procedures, as appropriate.
h) Reviews and assures the JTC 1 TAG that all applications for membership on the JTC 1 TAG are in accordance with the procedures contained within this document.
i) Reviews administrative matters of note for the JTC 1 TAG and its subgroups, recommending or taking action to assist the process and assure good management practices are followed.
j) Reviews and makes recommendations on requests to host international meetings of JTC 1 Subgroups in the U.S., and forwards approved requests to ANSI.
k) Makes recommendations on service fees and structures.
l) Makes recommendations on requests for waiver of service fees. Final decisions are made by the ITI President and appeals may be made to that office.
m) Provides administrative support and serves as secretary for the JTC 1 TAG, JTPG and JTFC.
n) Assists the officers and members of all JTC 1 TAG Subgroups by providing administrative support, advice and guidance to them in carrying out their programs of work.


3.6. JTC 1 TAG and JTC 1 TAG Subgroup Officers

The following offices have been established by the JTC 1 TAG in order to conduct its business.

3.6.1. Chair

For the JTC 1 TAG and each of its subgroups, the Chair is responsible for presiding at meetings and ensuring that the program of work for that body is carried out in accordance with these procedures and in a prompt, efficient, and effective manner. The Chair of the JTC 1 TAG and the Chairs of all JTC 1 TAG Subgroups may vote according to membership rules, unless they declare themselves to be non-voting Chairs.

3.6.2. Vice Chair

For the JTC 1 TAG and each of its subgroups, the Vice Chair, in the absence of the Chair, performs the duties of the Chair. Vice Chairs of the JTC 1 TAG and all JTC 1 TAG Subgroups may vote and participate according to membership rules.

3.6.3. Head of Delegation (HOD)

The HOD serves as chief spokesperson for the U.S. at international meetings and is responsible for coordinating activities of the U.S. delegation in attendance.

3.6.4. Liaison

For the JTC 1 TAG and its subgroups, the Liaison is responsible for monitoring the activities of the liaison organization, for reviewing documentation from the liaison organization, and disseminating relevant information from or about the liaison organization.

3.6.5. Other Positions

Chairs may appoint members to other positions (e.g., ad hoc group convener, meeting coordinator, committee librarian, etc.) with titles and responsibilities as required.
 

4.0. Rules


4.1. Accreditation/Establishment Authority

ANSI has accreditation authority for the JTC 1 TAG.

The JTC 1 TAG assigns Working Group (WG) and project TAG responsibilities and recommends to ANSI assignment of Subcommittee (SC) TAG responsibilities within the U.S. JTC 1 community.

The JTC 1 TAG has establishment authority for its subgroups.

The JTC 1 TAG Subgroup has establishment authority for that subgroup's ad hoc groups (See 3.4).
 

4.2. Participation and Membership

4.2.1. Participation

Participation in activities of the JTC 1 TAG and its subgroups is open to all directly and materially affected U.S. national interests, i.e., organizations domiciled in the U.S.

4.2.1.1. Executive Session

For those matters considered by the JTC 1 TAG in which these procedures require consideration during Executive Session, participation is limited to the committee membership plus anyone invited by the committee for discussion of specific issues.

4.2.2. Application for Membership

4.2.2.1. JTC 1 TAG and JTC 1 TAG Subgroups

Applications for membership shall be in writing to the respective Chair or to the JTC 1 TAG Administrator. Applicants shall state their reasons for interest and the category of membership desired (voting member, coordination member, observer, or liaison).

4.2.2.2. Ad Hoc Groups

Members of ad hoc groups of the JTC 1 TAG and its subgroups are appointed by the Chair of the establishing body.

4.2.3. Categories of Membership

4.2.3.1. Definitions of Organizations

Organization includes a corporation, federal or military department or agency, partnership or association, self-employed or self-financed individual, or any other legal or commercial entity.

4.2.3.2. Voting Members

4.2.3.2.1. JTC 1 TAG

Voting membership in the JTC 1 TAG is open to U.S. domiciled organizations directly and materially affected by the scope of the JTC 1 TAG that are willing to participate regularly and pay the designated service fee(s).

The definition of organization for voting purposes is specified in 4.2.3.1.

For the purposes of obtaining and maintaining membership and voting rights, "attendance" at a meeting shall be defined as being physically present.

A prospective voting member shall attend at least two out of three successive meetings of the JTC 1 TAG. A representative shall attend the first of these meetings as an observer and reaffirm interest in the work of the JTC 1 TAG. Membership becomes effective with attendance at one of the next two successive meeting. Voting privileges begin with the opening of that meeting.

An organization with voting membership shall appoint one and only one principal representative and may appoint one or more alternate representatives.

No representative shall have more than one vote except in the case where two or more organizations appoint the same individual to represent them (as principal or alternate representative). An individual so designated may cast a separate vote for each organization represented. Each organization shall confirm in writing to the JTC 1 TAG Administrator that it is aware of the multiple role of the individual and will accept the results of the arrangement. Representation of more than one organization by the same individual shall require the approval of the JTC 1 TAG.

4.2.3.2.2. JTPG and JTFC

Voting membership in JTPG and JTFC is open to any organization with voting or coordination membership on the JTC 1 TAG that is willing to participate regularly and pay the designated service fee(s).

An organization with voting membership shall appoint one and only one principal representative and may appoint one or more alternate representatives.

The definition of organizations for voting purposes is specified in 4.2.3.1.

A prospective voting member shall attend at least two out of three successive meetings of the subgroup. Remote conferencing may be used at the discretion of the Chairman.  A representative shall  attend the first of these meetings as an observer and reaffirm interest in the work of the subgroup. Membership becomes effective with  attendance at one of the next two successive meetings. Voting privileges begin with the opening of that meeting.
 

4.2.3.2.3. Ad Hoc Groups

Members of an ad hoc group obtain voting privileges upon appointment to the ad hoc group. All other voting membership rules for an ad hoc group are the same as for its parent body.

4.2.3.2.4. Limits on Voting Membership

The following criteria apply to the JTC 1 TAG and its subgroups.

4.2.3.2.4.1. Government

There shall be only one voting membership for each federal or military department or agency, state or local government.

4.2.3.2.4.2. Corporation

There shall be only one voting membership for each separate corporation. A separate corporation is defined as an entity having a controlling body, such as a Board of Directors, that does not report to another controlling body.

4.2.3.2.4.3. Consultant Organization

A consultant organization is defined as an organization whose principal source of revenue is derived from providing consulting services for other organizations. There shall be only one voting membership for each separate consultant organization.

In order to be in the voting member category, consultant organizations shall have to declare that their participation is not being funded by any organization already having voting membership or an organization that is not eligible for membership.

4.2.3.2.4.4. Academia

There shall be only one voting membership for each separate educational institution. A separate educational institution is defined as an entity that has a controlling body, such as a Board of Regents.

4.2.3.2.4.5.User Groups, Professional Societies, Consortia, Standards Development Organizations, and Other Membership Groups

There shall be only one voting membership for each separate membership group. For these types of entities, their principal and alternate representatives may be employed by other organizations who have voting memberships.

4.2.3.2.4.6. All Other Organizations

For legal or commercial entities other than those specified in 4.2.3.2.4.1 through 4.2.3.2.4.5 , there shall be only one voting membership for each separate entity.

No employee of an organization that has a voting membership as specified in 4.2.3.2.4.1 through 4.2.3.2.4.5 may serve as either principal or alternate representative for voting membership under this section, 4.2.3.2.4.6.

Organizations that do not have voting memberships, but would be eligible under 4.2.3.2.4.1 through 4.2.3.2.4.5 , may have any of their employees represent as principal and/or alternate only one organization that meets the criteria of this section, 4.2.3.2.4.6.

4.2.3.3. Observers

Any representative of a U.S. domiciled organization who applies and pays the designated service fee(s) can be an observer on the JTC 1 TAG.

Observer members may attend meetings, speak, and submit contributions. Observer members of the JTC 1 TAG shall receive meeting notices, draft agendas and minutes. Other documents are not required to be distributed to observer members.

4.2.3.4. Liaisons

Liaisons to the JTC 1 TAG or its subgroups may include the U.S. national equivalent of those organizations that are liaisons to JTC 1, and any other organizations that are appropriate. Liaisons must be approved by the JTC 1 TAG. When dealing with questions establishing the U.S. positions on an international matter, liaison attendance is limited to representatives of U.S. domiciled organizations.

Liaison members may attend meetings, speak, and submit contributions. Liaison members receive meeting notices, draft agenda and minutes, and draft standards, Technical Reports (TRs) and study reports being voted upon by letter ballot. Other documents are not required to be distributed to liaison members.

4.2.3.5. Ex Officio

4.2.3.5.1. JTC 1 TAG

The Chairs of JTC 1 TAG Subgroups, the Chairs of TAGs to JTC 1/SCs, and a designated representative of the JTC 1 TAG Administrator are ex officio members of the JTC 1 TAG.  A representative of the ANSI JTC 1 Secretariat staff is an ex officio member of the JTC 1 TAG.

4.2.3.5.2. JTC 1 TAG Subgroups

The Chair of the JTC 1 TAG and a designated representative of the JTC 1 TAG Administrator are ex officio members of JTC 1 TAG Subgroups. A representative of the ANSI JTC 1 Secretariat staff is an ex officio member of the JTC 1 TAG Finance Committee.

4.2.3.5.3. Privileges of Ex Officio Members

Ex officio members may attend meetings, speak, and submit contributions. Ex officio members may also present motions on behalf of their groups; such motions require no second. Ex officio members may receive if they request, meeting notices, draft agenda and minutes, and draft standards, TRs, and study reports being voted upon by letter ballot. Other documents are not required to be distributed to ex officio members.

4.2.3.6. Coordination Members

Coordination membership in the JTC 1 TAG and its subgroups is open to ANSI accredited organizations directly and materially affected by the scope of the JTC 1 TAG that are willing to participate regularly and pay the designated service fee(s).

An organization with coordination membership shall appoint one and only one principal representative and may appoint one or more alternate representatives. These representatives may be employees and/or representatives of voting members.

A coordination member shall have all the rights and privileges of a voting member except (a) the right to vote, and (b) the right to make motions. A coordination member shall have the right to submit ballot comments on JTC 1 TAG ballots.

4.2.3.7. Other Considerations

All directly and materially affected U.S. national persons (organizations, companies, government agencies, individuals) shall have the opportunity for fair and equitable participation in the JTC 1 TAG without dominance by any single interest.

Dominance means a position or exercise of dominant authority, leadership, or influence by reason of superior leverage, strength, or representation. The requirement implicit in the phrase "without dominance by any single interest" normally would be satisfied if a reasonable balance among interests can be achieved. Unless it is claimed by a directly and materially affected person that a single interest dominated the standards activity, to the exclusion of fair and equitable consideration of other viewpoints, no test for dominance is required.

4.2.4. Termination of Membership

Voting members of the JTC 1 TAG and its subgroups shall be terminated under the following conditions:
a) The principal and all alternate representative(s) shall be warned in writing upon failure of the organization to:
1) attend two out of three successive meetings, in which case the membership shall be terminated if not represented at the next meeting; or
2) respond to 80% of the total letter ballots (non-accelerated) closing during the current calendar quarter, in which case the membership shall be terminated if the member fails to respond to at least 80% of the total letter ballots (non-accelerated) closing during the subsequent calendar quarter.
An organization fails to perform an above action when none of the organization's representatives perform the action.

b) The voting, coordination, or observer membership shall be terminated for failure to pay appropriate fees within the specified time frame.

The JTC 1 TAG or its subgroups may vote to continue the membership despite failure of the member to comply with the membership criteria in item a) above.

An organization that has had their membership terminated shall re-establish membership in accordance with 4.2.2 and 4.2.3. If this membership is re-established within the same billing period and the organization has paid its fee(s), no new service fee(s) shall be assessed.

4.2.5. Resignation of Membership

Resignation of membership in the JTC 1 TAG or any of its subgroups should be made in writing to the respective Chair.

4.2.6 Re-establishment of Membership

An organization that has had its membership terminated or that has resigned its membership shall re-establish membership in accordance with 4.2.2 and 4.2.3. If this membership is re-established within the same billing period and the organization has paid its fee(s), no new service fee(s) shall be assessed.
 

4.3. Meetings

4.3.1. Schedule of Meetings

The JTC 1 TAG and each of its subgroups meet regularly. JTC 1 TAG meetings will be scheduled in advance of JTC 1 Plenary meetings in order to allow for formulation of U.S. positions in a timely manner.  All meetings are held at the call of the Chair. Each agenda should include a standing item for review and confirmation of the date and location of the next meeting(s). A duly called meeting is one for which the meeting notice and draft agenda are issued in accordance with 4.3.3.

When there is less than a quorum present at such a duly called meeting or less than the number of voting members required to approve an action, the members present may draft proposed actions for submission to the entire membership for letter ballot or action at the next meeting. They may conduct all business not requiring voting action. For the JTC 1 TAG and its subgroups, a duly called meeting shall count in determining the members' attendance record unless specified otherwise by the JTC 1 TAG.

4.3.2. Location of Meetings

Meeting room facilities are available at the JTC 1 TAG Administrator Headquarters at ITI in Washington, D.C. These rooms are available at no cost, and they must be reserved through the JTC 1 TAG Administrator.

To share travel costs, meeting locations may be rotated among the home locations of the members. Such locations should be chosen to fall within the commuting area of at least one member, where practical. For each meeting scheduled, a local member should be appointed as "meeting coordinator" to arrange for the meeting facilities and provide hotel information. Meetings should, where possible, be held in facilities such that no direct meeting room assessment to the members need be made. Members may agree in advance to share costs for coffee or similar light refreshments. The meeting coordinator is not expected to provide such amenities. If the JTC 1 TAG Subgroup collects funds for this purpose, the procedures in 4.6.2 shall be followed.

4.3.3. Meeting Notice and Draft Agenda

The meeting notice and draft agenda shall be distributed no later than four weeks before the meeting.

4.3.4. Documents for Action (Two-Week Rule)

Documents should be distributed at least two weeks prior to the meeting. Any documents sent later may be considered, but final action may only be taken in the absence of objection by any voting member present or by suspension of this rule by vote of the JTC 1 TAG (see 4.4.3); otherwise, they must be acted upon by letter ballot or deferred until the next meeting. (Suspension of this rule may be necessary to meet the U.S. National Body obligation as a P-member to vote.)

4.3.5. Quorum

Quorum for the JTC 1 TAG and its subgroups is a majority of the voting membership.

4.3.6. Minutes

The JTC 1 TAG and all JTC 1 TAG Subgroups, except ad hoc groups (see 3.4), are required to produce minutes of their meetings. Minutes shall be distributed within four weeks after the adjournment of the meeting.

The required contents of minutes are as follows:

a) Date(s), location(s), Chair, Secretary, hour of opening and adjournment.
b) Summary of significant actions taken.
c) List of all attendees.
d) Approved agenda (or approved changes to draft agenda).
e) Approval of previous meeting minutes.
f) Each motion seconded and not withdrawn, identifying maker of the motion, the fact of a second, and the voting results.
g) Future meeting schedule.
h) List of action items assigned to members.
It is helpful, in cases of extended discussions, to include a summary of major points made, with or without attribution. Individual remarks or detailed transcripts need not be recorded; however, any specific statement should be recorded when requested by the Chair, group, or a member. Members are urged to submit technical and policy discussions, recommended positions, and supporting data in writing. These members are required to provide sufficient copies of such for each member present. These documents can then be registered and simply referenced in the minutes.
 

4.4. Voting

4.4.1. JTC 1 TAG and its Subgroups

There shall be only one voting membership per organization (see 4.2.3.2.4.6). An alternate representative may vote only if the principal representative fails to vote.

Voting by proxy shall not be permitted. A written vote on an issue to be acted upon at the meeting may be submitted by an absent voting member provided it is received by the Chair prior to the point when the issue is brought to a vote.

4.4.1.1. Types of Voting Positions

Three types of voting positions are allowed:
a. Affirmative.
b. Negative.
c. Abstention.

4.4.1.2. Methods of Voting

Six types of votes are permitted. These are:
a) Letter ballot (LB).
b) Roll call vote.
c) Show of hands.
d) Voice vote.
e) Unanimous consent.
f) Two-phase.
Actions that shall be approved with a letter ballot and actions that may be approved either with a letter ballot or a meeting vote are found in 4.4.3. That table also contains the criteria for approval of these actions. Any actions not listed in 4.4.3 may be approved by a majority using any voting method indicated above.

The method of meeting votes is at the discretion of the Chair unless otherwise specified in this document. However, a roll call vote may be requested by any voting member on any action for which this document permits a meeting vote.

Letter ballot votes may be taken on issues other than those required in 4.4.3. Such letter ballots are authorized by any of the following methods:

a) Majority vote of those present at a meeting.
b) The Chair.
c) The JTC 1 TAG Administrator.
d) Written request to the Chair from five or more voting members of the JTC 1 TAG or the JTC 1 TAG Subgroup.

4.4.1.3. Letter Ballots

Three types of voting positions are allowed:
a. Affirmative.
b. Negative.
c. Abstention.
Letter ballots require a written communication to the JTC 1 TAG Administrator (e.g., the ballot itself or a written notice such as e-mail designating at minimum the letter ballot number, the vote, and the identity of the voter.) Negative votes shall include reasons for the negative and, if possible, recommend specific modifications necessary to change the negative position to an affirmative position.

Affirmative votes may include comments.

Abstention votes shall include the reason for not taking a position.

Negative and abstention votes cast without documented reasons shall be counted as non-responses and may place the member in jeopardy for failure to vote.

The voting period for letter ballots depends on the action being considered. The duration period for some actions is contained in 4.4.3. For actions not listed there, the duration period is usually thirty days (see 4.4.1.3.2). The duration period for all letter ballots commences on the date of issue of the letter ballot. An extension may be granted by the JTC 1 TAG Administrator when warranted and when the extension does not cause undue problems, such as failure to submit an international vote on time.

Except for personnel ballots, if the letter ballot resulted in any negative votes, all comments that accompanied the votes shall be circulated to the JTC 1 TAG membership along with the letter ballot voting tally. If time permits (e.g., while meeting a requirement to submit an international vote on time), all JTC 1 TAG members who returned a ballot on the issue then have ten days to reconsider their vote and change it. The JTC 1 TAG Administrator shall prescribe the form to be used to change a vote.

4.4.1.3.1. Default Letter Ballots

Default ballots are used in the traditional sense, i.e., lack of objection presumes approval. The voting period for default ballots is thirty days unless otherwise specified on the ballot. A default ballot fails in the presence of any objections. In this case, the issue may be revoted in accordance with 4.4.1.2.

4.4.1.3.2. Accelerated Letter Ballots

The JTC 1 TAG Administrator may approve an accelerated letter ballot with a voting period of less than thirty days. Failure to vote on an accelerated letter ballot shall not affect membership privileges.

4.4.1.3.3. Follow-Up

A follow-up communication (documented by the JTC 1 TAG Administrator) may be made to voting members whose votes have not been received by noon of the date the letter ballot closes.

4.4.1.3.4. Report of Final Letter Ballot Results

The final result of voting on letter ballots shall be reported in writing by the JTC 1 TAG Administrator to the JTC 1 TAG membership immediately upon completion of the letter ballot action. During the balloting period, all votes shall be a matter of confidence between the Chair and the JTC 1 TAG Administrator.

The report of results of voting on personnel ballots shall only state that the candidate has (or has not) received the required approval. No tallies shall be given, no reconsiderations shall be conducted, no negatives shall be distributed, and no members shall be placed in jeopardy for failure to respond.

4.4.1.4. Two-Phase Voting

The Two-phase voting rule applies only to personnel ballots and is defined as follows:
Phase 1: Approval (in accordance with 4.4.3) of a candidate by a thirty-day letter ballot or meeting vote.  If no candidate receives the approval, then

Phase 2: Approval (in accordance with 4.4.3) by a thirty-day letter ballot of the candidate in phase 1 who received a plurality of votes.

If no candidate receives a plurality of votes in phase 1 (a tie) or if the phase 2 ballot does not result in approval, the ballot will have failed and the officer selection process will be restarted.

4.4.2. Definition of Criteria for Approval

The following definitions apply to the JTC 1 TAG and all of its subgroups.

4.4.2.1. Majority

For meeting votes, a majority is defined as approval by more than half of the members voting: abstentions are excluded when determining whether a majority has been satisfied. For letter ballot votes, a majority is defined as approval by more than half of the members eligible to vote, excluding abstentions.

4.4.2.2. Two-thirds Voting Rule

The two-thirds voting rule is defined as approval by more than half of the total number of voting members, and at least two-thirds of those voting excluding abstentions.

4.4.2.3. Plurality

More members voting for an alternative than for any other alternative defines plurality. Abstentions are excluded.

4.4.3. Actions Requiring Specific Voting Method(s) and the Criteria for Approval

Any actions not listed in the following voting table may be approved by a majority using any voting method described in 4.4.1.2.

4.5. File Retention

Each JTC 1 TAG Subgroup must register, control, and distribute subgroup documents. The original, full-size reproducible copy, or electronic copy of each membership list, minutes, or document submitted to the JTC 1 TAG for balloting must be sent to the JTC 1 TAG Administrator for file retention at the time of distribution to the JTC 1 TAG Subgroup. At least annually, a copy of each JTC 1 TAG Subgroup's document register must also be sent to the JTC 1 TAG Administrator for file retention.

Records shall be prepared and maintained to provide evidence of compliance with these procedures. Records concerning new, revised, or reaffirmed ISO Standards shall be retained for one complete standards cycle, or until the standard is revised. Records concerning withdrawn standards shall be retained for at least five years from the date of withdrawal.
 

4.6. Fees

4.6.1. JTC 1 TAG Administrator Service Fees

Service fees for membership categories in the JTC 1 TAG and its subgroups are specified by the JTC 1 TAG Administrator. JTC 1 TAG Administrator service fees are not refundable.

4.6.2. JTC 1 TAG Subgroup Fees

4.6.2.1. General Rules

If a JTC 1 TAG Subgroup finds it necessary to collect funds to pay for services to progress the work of the subgroup, the JTC 1 TAG Subgroup members shall agree in advance to the collection of such a fee. Fee amounts shall be subject to the JTC 1 TAG Subgroup's approval. Any changes to set fees also shall be approved by the JTC 1 TAG Subgroup.

The purchase of durable goods (e.g., computers, peripherals, associated supplies, etc.) is not permitted.

4.6.2.2. Reporting Requirements

A financial report shall be made a standing agenda item of the JTC 1 TAG Subgroup and be included in the meeting's minutes if any JTC 1 TAG Subgroup fees are assessed to the membership of the JTC 1 TAG Subgroup. The financial report shall include a written statement of funds received, disbursed, outstanding debts and receivables, and the current balance. Each report shall have an attachment that itemizes each individual collection and disbursement for the service(s) rendered and lists the individual(s) or organization(s) providing the agreed to service(s).
 

4.7. Reports

4.7.1 Reports to the JTC 1 TAG

4.7.1.1. Annual Reports

In order to maintain the management continuity of the entire JTC 1 program and keep the JTC 1 TAG informed on matters pertaining to the JTC 1 organization, membership, management, and policy, which are the responsibility of the JTC 1 TAG, TAG Administrators for JTC 1 TAG subsidiary TAGs shall submit an annual report to the JTC 1 TAG.

These reports should contain information regarding the progress of the program and identify any significant problems that are impacting the program's objectives.

4.7.1.2. Heads of Delegation Reports

All Heads of Delegations are required to submit a copy of their meeting reports to the JTC 1 TAG at the same time the reports are forwarded to ANSI. Submission is required within four weeks after the meeting.

4.7.2. TAG Reports to ANSI

The JTC 1 TAG Administrator will submit a composite TAG report to ANSI in addition to all other reports requested in ANSI's Model Operating Procedures for U.S. JTC 1 TAGs to ANSI for ISO Activities.
 

5.0. Procedures


5.1. JTC 1 TAG and JTC 1 TAG Subgroup Officer Appointments

5.1.1. Appointment Authority

5.1.1.1. JTC 1 TAG

The Chair and Vice Chair of the JTC 1 TAG are elected by the JTC 1 TAG from the membership of the JTC 1 TAG. Their terms are three years; they may not serve more than two consecutive terms in a position.

The Chair and Vice Chair should not simultaneously hold international positions within JTC 1 that will place them in a conflict of interest position with regard to representing U.S. positions.

The Secretary of the JTC 1 TAG is appointed by the JTC 1 TAG Administrator. The Secretary of the JTC 1 TAG serves at the pleasure of the JTC 1 TAG Administrator.

Liaisons are appointed by and serve at the pleasure of the JTC 1 TAG Chair.

5.1.1.2. JTC 1 TAG Subgroups

The Chairs of the JTC 1 TAG Subgroups are appointed from the JTC 1 TAG membership by the JTC 1 TAG Chair.  The Chairs serve at the pleasure of the JTC 1 TAG Chair.

5.1.1.3. Heads of Delegation (HOD)

HODs are appointed from the JTC 1 TAG or subgroup membership for each specific international meeting for which the JTC 1 TAG or subgroup is the U.S. TAG. HODs are appointed by and serve at the pleasure of their Chairs. A HOD's term is flexible and includes the period of time before and after the international meeting required by the U.S. TAG to prepare U.S. positions and report results of the meeting.

5.1.1.4. Ad Hoc Groups

Chairs of Ad Hoc Groups are appointed by the Chairs of their parent bodies from the membership of their respective parent bodies. Vice Chairs, Secretaries, and other officers are appointed by their Ad Hoc Group Chairs. Ad Hoc Groups are, by their very nature, temporary. See 3.4.

5.1.2. Election Procedures

5.1.2.1. JTC 1 TAG

At the time an elected officer position becomes vacant or within six months prior to an incumbent officer's term expiring, a ninety-day call for volunteers for candidates to fill the officer position shall be issued by the JTC 1 TAG Administrator to the JTC 1 TAG membership.

In the event that both the Chair and Vice Chair positions are being filled at the same time, the JTC 1 TAG Administrator shall stagger the officer appointment process for those offices (i.e., conclude the election of the Chair before closing the call for the Vice Chair) in order to allow candidates to apply for both vacancies.

Any member of the JTC 1 TAG, including the incumbent (unless prevented by the term limitation for the office), may apply within the time frame specified.

Each volunteer candidate, whether for appointment or reappointment, must submit to the JTC 1 TAG the following documentation in support of their candidacy: a statement of experience, indicating the volunteer's expertise in the JTC 1 TAG's program of work and in voluntary standards efforts; the volunteer's committee experience and leadership experience; a statement of management support acknowledging the additional workload, financial resources and duties required of an officer over and above that of a participant; and a statement that the candidate is a representative of a U.S. domiciled organization.

Statements of management support on behalf of officer candidates should be written on organizational stationery from those organizations that are affected by the additional workload and financial resources required.

The JTC 1 TAG Administrator shall review the documentation to determine if it satisfies all of the procedural requirements and review the membership records of the JTC 1 TAG to determine if the candidate is a principal or an alternate in good standing in the JTC 1 TAG.

5.1.3. Terms of Elected Officers

Terms of elected officers normally end at their designated termination dates or by resignation of the officer, termination of the body, termination of officer's membership or by recall, whichever occurs first. In the event that the issuance of a call for candidates prior to the designated termination date is delayed, the term shall be extended either until the election of a successor is completed, or the call is issued and closed with no response, whichever occurs first.
 

5.2. JTC 1 TAG Officer Recall Procedures

When circumstances require, it is the responsibility of the JTC 1 TAG to recall the Chair or Vice Chair of the JTC 1 TAG. Recall is a very serious responsibility discharged with utmost regard to confidentiality and due process.

For all matters considered by the JTC 1 TAG, the following procedures apply:

a) Formal consideration of corrective action or recall is initiated by the JTC 1 TAG or by a written communication between a concerned party and the JTC 1 TAG Administrator. The matter is discussed in executive session at the next JTC 1 TAG meeting at which time the JTC 1 TAG decides whether sufficient grounds exist to investigate it.
b) If it is decided to investigate the matter, the JTC 1 TAG shall notify in writing the officer involved. An individual is appointed to follow up on the original communication to the JTC 1 TAG Administrator, discuss the matter with the officer involved, gather other information and opinions, as appropriate, and make a report in executive session at the next JTC 1 TAG meeting. At that time, the JTC 1 TAG decides whether to take no further action, to continue its investigation or to recall the officer involved. In any case, the officer involved is notified in writing.


5.3. Selection and Participation of Delegates for International Meetings

5.3.1. Selection

U.S. delegates shall either be representatives of voting members of appropriate U.S. TAGs or individual experts who are not voting members of the TAG and serve on U.S. delegations at the invitation of the TAG. In the context of this section, "appropriate U.S. TAG" is construed as follows:
a) For an SC meeting, the specific organization with the SC TAG assignment, or a WG or project TAG assignment within that SC;
b) For a WG meeting, the specific organization with the WG TAG assignment, or a project TAG assignment within that WG;
c) For an Other WG meeting, the specific organization with the TAG assignment covering the project.
"Voting member" means that the member has met the requirements for attendance, participation, and payment of fees of the organization with the TAG assignment.

Coordination members of the JTC 1 TAG are eligible to serve as members of U.S. delegations to JTC 1 Plenary meetings.

No U.S. persons are permitted at an international meeting unless they are there in an official capacity, i.e., members of a U.S. delegation, officers of the standards group that is meeting, or designated representatives of other organizations participating in the meeting. The Head of Delegation shall identify the presence of unauthorized U.S. persons to the Chairman or Convener of the meeting. Following the meeting, the Head of Delegation shall report unauthorized U.S. persons (and their affiliations, if known) to the appropriate TAG and the JTC 1 TAG for subsequent corrective action.

5.3.2. Participation

U.S. delegates shall attend all caucuses called by the Head of Delegation, unless excused by the Head of Delegation, as well as all U.S. TAG meetings where U.S. positions and assignments are developed. Further, U.S. delegates shall attend all international meeting sessions, unless excused by the Head of Delegation.

At the JTC 1 and SC Plenary levels, all official U.S. positions shall be supported by all U.S. delegates.

At the WG level, a U.S. delegate shall, whenever possible, make contributions consistent with the U.S. position. A U.S. delegate to a WG may express an individual opinion that is not consistent with a U.S. position but shall indicate to the WG that the views are personal and not those of the U.S.

Participants accepting a long-term SC or WG assignment such as an editorship shall be a representative of a voting member of the appropriate TAG for the duration of that assignment.

5.3.3. Procedures for Participation

The appropriate U.S. TAG Administrator shall forward a list of U.S. delegates to ANSI. Prior to forwarding the list, the Administrator shall verify that all persons on the list are either voting members of the appropriate TAG(s) or have been officially invited by the TAG to be on the delegation.

"Voting member" means that the member has met the requirements for attendance, participation, and payment of fees of the organization with the TAG assignment.
 

5.4. Acquisition, Retention and Divestiture of JTC 1 Secretariats

ANSI makes all decisions regarding the Institute's acceptance or relinquishment of JTC 1 Secretariats (i.e., secretariats for JTC 1 and its subgroups). In addition, ANSI makes all decisions concerning the assignment of the administration of said Secretariats, including the granting, continuance or withdrawal of such assignments to member organizations or to ANSI for direct administration.

For any change to be made to the JTC 1 Secretariats administered by the U.S., the JTC 1 TAG shall provide a recommendation to ANSI for its approval. This recommendation shall include the following three basic elements: financial, management, and strategic/technical.

There are two separate cases for making a determination regarding U.S. administration of JTC 1 Secretariats:

a) Case 1 applies to those U.S. administered Secretariats that will be funded by JTC 1 International Program revenues. These Secretariats are administered directly by ANSI.

b) Case 2 applies to those U.S. administered Secretariats that will have specific funding. The source of the funding is a matter for the JTC 1 TAG to identify. These Secretariats may be either directly administered by ANSI or administered by an ANSI member organization. In the latter case, a delegation agreement (memorandum of understanding) between ANSI and the member organization is entered into in accordance with ANSI's procedures.
In both of the above cases, the JTC 1 TAG is responsible for making recommendations to ANSI. The JTC 1 TAG shall consult with the responsible SC, WG, or Project TAG Administrator(s) for a recommendation and with the JTC 1 TAG Finance Committee for a financial review before developing a recommendation for vote of the JTC 1 TAG. Each recommendation from the JTC 1 TAG to ANSI should identify the case that applies together with appropriate supporting material.
 

5.5. Appointment of U.S. Candidates to Serve as JTC 1 SC Chairmen and WG Conveners

5.5.1. U.S. Nomination of SC Chairmen When the U.S. Holds the SC Secretariat

In the case where a new group is formed, a vacancy exists, or the expiration of a term or reappointment is determined, the following process shall be used:
a) The JTC 1 TAG Administrator issues a call for candidates.
b) The call goes out to
1) JTC 1 TAG members;
2) those organizations having JTC 1 TAG-assigned SC, WG or Project TAG Administrators;
3) appropriate SC TAG Administrators for retransmission to SC TAG members and other WG or Project TAG members within that SC TAG.
c) A statement of experience, indicating the volunteer's expertise in the JTC 1 TAG's program of work and in voluntary standards efforts; the volunteer's committee experience and leadership experience; a statement of management support acknowledging the additional workload, financial resources and duties required of an officer over and above that of a participant; and a statement that the candidate is a representative of a U.S. domiciled organization.
d) Upon the close of the call, the JTC 1 TAG Administrator submits the slate of candidates to the SC TAG for its balloting; the results of that ballot are forwarded to the JTC 1 TAG Administrator.
e) The JTC 1 TAG Administrator issues a JTC 1 TAG Letter Ballot with all of the candidates listed along with the results from the SC TAG ballot.
f) If it chooses, the JTC 1 TAG may request that candidates make presentations to the JTC 1 TAG membership at a meeting prior to any vote.

5.5.2. U.S. Endorsement of U.S. Nominee for SC Chairman When the U.S. Does Not Hold the Secretariat

In the case where the U.S. does not hold the SC Secretariat and a U.S. candidate has been put forth by the SC Secretariat for the vacancy, the following process shall be used:
a) No call for candidates will be issued.
b) A statement of experience, indicating the volunteer's expertise in the JTC 1 TAG's program of work and in voluntary standards efforts; the volunteer's committee experience and leadership experience; a statement of management support acknowledging the additional workload, financial resources and duties required of an officer over and above that of a participant; and a statement that the candidate is a representative of a U.S. domiciled organization.
c) Upon receipt of the nominee's document package, the JTC 1 TAG Administrator submits the nominee's name to the SC TAG for its balloting; the results of that ballot are forwarded to the JTC 1 TAG Administrator.
d) The JTC 1 TAG Administrator issues a JTC 1 TAG Letter Ballot for the nominee's endorsement along with the results from the SC TAG ballot.
e) If it chooses, the JTC 1 TAG may request that the nominee make a presentation to the JTC 1 TAG membership at a meeting prior to any vote.

5.5.3. U.S. Nomination of WG Conveners

The appointment of a WG Convener shall be considered a nomination process. The following process shall be used:
a) The JTC 1 TAG Administrator issues a call for candidates including the arrangements required for the WG Secretariat.
b) The call goes out to
1) JTC 1 TAG members;
2) those organizations having JTC 1 TAG-assigned SC, WG or Project TAG Administrators;
3) appropriate SC TAG Administrators for retransmission to SC TAG members and other members of the TAG for the WG under consideration.
c) A statement of experience, indicating the volunteer's expertise in the JTC 1 TAG's program of work and in voluntary standards efforts; the volunteer's committee experience and leadership experience; a statement of management support acknowledging the additional workload, financial resources and duties required of an officer over and above that of a participant; and a statement that the candidate is a representative of a U.S. domiciled organization.
d) Upon the close of the call, the JTC 1 TAG Administrator submits the slate of candidates to the SC or WG TAG for its balloting (the SC TAG determines which subgroup will cast the ballot); the results of that ballot are forwarded to the JTC 1 TAG Administrator.
e) The JTC 1 TAG Administrator issues a JTC 1 TAG Letter Ballot with all of the candidates listed along with the results from the SC or WG TAG ballot.
f) If it chooses, the JTC 1 TAG may request that candidates make presentations to the JTC 1 TAG membership at a meeting prior to any vote.

5.5.4. Other Considerations

a) The JTC 1 TAG has the authority under the MOA to recommend to ANSI candidates for SC Chairmen and WG Conveners and endorse nominees for said positions.
b) Any call for candidates shall be a nominal 60 days but no less than 30 days.
c) A U.S. convener of a WG cannot also act as U.S. Head of Delegation or chief U.S. spokesperson to that WG or to its parent SC.
d) The JTC 1 TAG Administrator shall conduct a nominal 30-day JTC 1 TAG Letter Ballot but not less than 15 days.
e) Results of the vote submitted to the JTC 1 TAG Administrator for retransmission with the JTC 1 TAG Letter Ballot shall be either the number or percentage of the SC TAG or WG TAG vote.
f) Prior to the completion of the process detailed above, U.S. SC TAGs or WG TAGs shall not make a commitment to provide a candidate. They may, if appropriate, accept invitations to provide a candidate at a later date.
g) The JTC 1 Secretariat will be requested to provide information on the expiration of terms of office or of any vacancies as they arise. It should be noted that the responsible SC/WG TAGs should inform the JTC 1 TAG Administrator in a "timely" fashion of pending expirations, vacancies, resignations, potential new offices, etc. for which the U.S. should consider a nomination or endorsement.
h) SC Chairmen and WG Conveners shall be representatives of voting members that meet the requirements for attendance, participation, and payment of fees of the associated TAG.


5.6 Hosting of International Meetings

All JTC 1 and JTC 1 Subcommittee plenary meetings held in the U.S. are at the invitation of and hosted by the U.S. National Body (ANSI). Invitations to host international meetings at any level require prior approval of the appropriate TAG. Tentative offers for the U.S. to host a future JTC 1-related meeting may be made at a meeting by the appropriate U.S. Head of Delegation, contingent upon subsequent approval by the appropriate U.S. TAG followed by submission of a formal invitation from ANSI as the U.S. National Body.

TAG Administrators oversee this activity and assure financial support for the meeting and appropriate social events based on current practice. ANSI provides a master list of all JTC 1 meetings in order to best coordinate the meetings. Conduct of such meetings is in accordance with the ISO/IEC JTC 1 Directives.

To provide an equitable cycle for hosting JTC 1 and plenary meetings of its SCs in the U.S., the JTC 1 TAG Administrator maintains a seven-year calendar that lists a schedule for hosting these meetings. Requests for changes to the seven- year calendar must be submitted in writing to the JTC 1 TAG Administrator for JTC 1 TAG consideration.

5.6.1. Meetings of JTC 1 and JTC 1 Special Working Groups

For JTC 1 and JTC 1 SWGs, the JTC 1 TAG Administrator, in conjunction with the JTC 1 TAG Finance Committee, shall submit required documentation (i.e., financial responsibility for hosting) proposing U.S. sponsorship of meetings in the U.S. to the JTC 1 TAG for vote. Once approved by the JTC 1 TAG, the invitation shall be submitted to ANSI for subsequent processing.

5.6.2. Meetings of SC Plenary Meetings

The responsible U.S. JTC 1/SC TAG Administrator shall submit all necessary documentation (i.e., financial responsibility for hosting) proposing U.S. sponsorship of meetings in the U.S. to the JTC 1 TAG Administrator. The JTC 1 TAG Administrator shall circulate the proposal to the JTC 1 TAG for vote. Once approved by the JTC 1 TAG, the invitation shall be submitted to ANSI for subsequent processing.

5.6.3. Meetings of SC Working Groups and Other Subgroups

For the hosting of SC Working Groups or other subgroup meetings in the U.S., the appropriate TAG Administrator shall forward the required documentation to ANSI for subsequent processing.

5.6.4. General Meeting Requirements

Hosting of all international meetings must receive the approval of the TAG Administrator for the group that is meeting. Once a meeting has been approved, the TAG Administrator notifies ANSI as the U.S. National Body. ANSI then extends the official invitation to the group and the JTC 1 TAG Administrator.

Prior to approval, the TAG Administrator should receive a statement from a responsible manager from the organization hosting the meeting with a statement of management commitment that the following provisions will be met:

Note: Under no circumstances should a meeting be held where attendance of any international delegate could be questioned by a security sensitive host.

Tentative offers for the U.S. to host a future meeting may be made by the Head of Delegation (HoD) at an international meeting contingent upon subsequent approval by the JTC 1 TAG Administrator and ANSI. The HoD must notify the TAG Administrator immediately upon return from the meeting.
 

5.7. Service Fee Waiver Procedures

Any organization believing there is justification to obtain a full or partial waiver of the JTC 1 TAG Administrator service fee may apply in writing to the JTC 1 TAG Administrator. The requester should provide documentation that would enable the JTC 1 TAG Administrator to make a recommendation to the President of ITI for final action. Waiver requests shall be handled in strict confidence. Results of the request are conveyed directly to the requester and are not reported to any other individual or group.
 

5.8. Processing JTC 1 Standards Projects

5.8.1. General

This section covers the processing of JTC 1 standards projects within the JTC 1 TAG and TAGs for JTC 1 Subgroups, as indicated in the Memorandum of Agreement. The processing of JTC 1 standards projects within ISO/IEC and JTC 1 is covered by ISO/IEC Directives: Procedures for the technical work of ISO/IEC JTC 1 on Information Technology.

5.8.2. Assignment of TAG Responsibility

Upon recommendation by the JTC 1 TAG and upon direct assignment of responsibility by ANSI, subsidiary TAGs serve as U.S. TAGs for SCs, WGs, other working groups, and projects within JTC 1. In some cases, JTC 1 TAG Subgroups serve as TAGs for JTC 1 Subgroups or projects.

Organizations holding subsidiary TAG assignments shall be voting, coordination, or observer members of the JTC 1 TAG.

5.8.3. Flow of International Documents

Documents from all JTC 1 organizational entities (i.e., JTC 1, SCs, WGs, etc.) enter and leave the U.S. through ANSI, the U.S. National Body of JTC 1. In the normal course of events, the documentation is automatically distributed by ANSI to the JTC 1 TAG Administrator and any other SC, WG, or Project TAG Administrators. The JTC 1 TAG Administrator distributes all JTC 1 documents to the JTC 1 TAG members. The subsidiary TAG Administrators further distribute the documents to the membership of the subsidiary TAG. All TAG Administrators are responsible for distribution to their TAG membership in accordance with the rules of their organization.

The JTC 1 TAG or subsidiary TAG Administrator prepares or receives a copy of all documents going back to ANSI from the JTC 1 TAG, JTC 1 TAG Subgroup, or subsidiary TAG(s) for submission to a JTC 1 entity, in accordance with the Memorandum of Agreement. "Documents" as used here include all numbered documents, ballots, comments, contributions, letters, and recommended responses. In no case may a TAG communicate a U.S. position directly to another SC Administrator, e.g., DIN, AFNOR (the national standards bodies for Germany and France respectively), etc.

5.8.4. JTC 1 Participation

5.8.4.1. U.S. Initiation of a JTC 1 New Work Item Proposal (NP)

A U.S. proposal to JTC 1 for an NP shall be approved by the JTC 1 TAG.

A U.S. proposal to an SC for consideration of an NP may be submitted directly by the appropriate subsidiary TAG. The subsidiary TAG Administrator will distribute the NP to the JTC 1 TAG Administrator for circulation to the JTC 1 TAG for information and comment.

5.8.4.2. Processing of JTC 1 NP Ballots

When a JTC 1 NP ballot is received, the JTC 1 TAG Administrator establishes an appropriate response date for the appropriate TAG(s). At the end of the response period, the recommendation of the appropriate TAG(s) and any other comments are forwarded by the JTC 1 TAG Administrator to the JTC 1 TAG for ballot. The results are reported to ANSI and the JTC 1 TAG.

5.8.4.3. Processing of Ballots for DISs and Other Technical Documents at the JTC 1 Level

When the JTC 1 TAG Administrator receives a technical document ballot and text from ANSI other than a Final Draft International Standard (FDIS), it is distributed to the JTC 1 TAG for information and to the appropriate subsidiary or subgroup TAG for a recommendation to the JTC 1 TAG.

When the JTC 1 TAG Administrator receives FDIS ballot, the administrator contacts the appropriate TAG Administrator to get an update on the TAG position on the final CD ballot. If the TAG Administrator determines that no substantial differences exist between the final CD and the DIS , the recommended JTC 1 TAG position on the FDIS ballot shall be the same as the TAG position on the final CD ballot. The JTC 1 TAG Administrator will then ballot the FDIS.

JTC 1 Directives permit only one 60-day letter ballot on an FDIS. It is therefore imperative that the JTC 1 TAG Administrator and the subsidiary TAG Administrator communicate as early as possible in the voting cycle to ensure the recommended position on the DIS accurately reflects the subsidiary TAG views, and give the JTC 1 TAG the maximum possible time to conduct the DIS ballot.

ANSI also publishes a notice of the DIS in ANSI Standards Action. Any comments received are forwarded to the appropriate TAG and, if time permits, shall be considered in the development of the U.S. position. All public review comments received, and the TAG's response if available, shall be forwarded to the JTC 1 TAG for consideration during the JTC 1 TAG ballot. The TAG shall respond to all commentors indicating the disposition of the comments and reasons therefor.

5.8.4.4. JTC 1 TAG Initiation of the JTC 1 Fast Track Process

A National Body may submit an approved standard for fast track processing, or it may request a document be submitted for comment or discussion prior to submission under the fast track process. If a subsidiary TAG initiates a request for fast track processing of an American National Standard or a request that a document be submitted for comment or discussion prior to submission under the fast track process, then this recommendation is forwarded by the JTC 1 TAG Administrator to the JTC 1 TAG for ballot. The JTC 1 TAG may approve or reject submission of the document, or it may change the recommended submission of a document for fast track processing to submission of the document for comment, or vice versa.

5.8.5. SC, WG, and OWG Participation

5.8.5.1. Document Distribution

SC and WG documents are received by ANSI, which distributes a minimum of two copies. One copy of each is sent to the subsidiary TAG Administrator. ANSI sends the second copy directly to the individuals(s) that the concerned TAG has designated for this purpose.

5.8.5.2 Processing of Ballots for CDs and Other Technical Documents at the JTC 1/SC Level

SC ballots are sent by ANSI to the appropriate TAG Administrator. The appropriate TAG is required to develop a position on the CD or other technical document in time to meet the required international deadline, and forward it to ANSI for submission to the SC Secretariat.

For the Final CD (FCD) ballot, the appropriate TAG Administrator sends the TAG recommendation to the JTC 1 TAG Administrator. This TAG position will be the appropriate TAG's recommendation to the JTC 1 TAG for the FDIS ballot. The appropriate TAG should be aware that there will be only one JTC 1 FDIS ballot, and it will have a 60-day duration. The appropriate TAG should endeavor to get an early copy of the FDIS and confirm that its position on the FDIS is the same as it was for the FCD.

5.8.6. Processing of JTC 1 International Standardized Profile (ISP) Ballots

The JTC 1 TAG is responsible for approving U.S. positions on International Standardized Profile (ISP) ballots.

When an SC has a project approved to develop an ISP and a subsidiary TAG is assigned as the U.S. TAG for that SC, the development of U.S. positions on processing of the proposed ISP within the SC is handled as with any other SC project.
 

5.9. Appeals Procedures

5.9.1. Introduction

The provision for appeals is important for the protection of directly and materially affected interests and of the organizations involved in the development of U.S. positions. An appeals mechanism is required as a part of due process by ANSI.

5.9.2. Right of Appeal

Directly and materially affected interests who believe they have been or will be adversely affected by an international standard or any action or inaction relative thereto within the JTC 1 TAG Administrator's jurisdiction have the right to appeal such actions or inactions of JTC 1 TAG including any of the JTC 1 TAG's Subgroups or the JTC 1 TAG Administrator in accordance with the following procedures.

ANSI will not normally hear an appeal of an action or inaction by the JTC 1 TAG or its Administrator until the procedures provided by the JTC 1 TAG have been completed as prescribed below. Such appeals shall be directed to ANSI in accordance with the procedures of the appropriate ANSI entity (e.g., Board of Standards Review, Executive Standards Council, standards boards).

5.9.3. Criteria for Appeals Mechanism

The following general criteria are encompassed in these appeals procedures:
a) Appeals shall be addressed promptly and a decision made expeditiously.
b) The right of the involved parties to present their cases shall not be denied.
c) These procedures shall provide for participation by all parties concerned without imposing an undue burden on them.
d) Consideration of appeals shall be fair and unbiased and shall fully address the concerns expressed.
e) Records of appeals shall be kept and made available upon request. The JTC 1 TAG Administrator may levy a nominal charge to cover the cost of reproduction, handling and distribution for requests received from other than the involved parties.

5.9.4. Appeals

The appellant shall file a written complaint with the JTC 1 TAG Administrator within thirty calendar days after the date of notification of the action being appealed or at any time with respect to inaction The complaint shall state the nature of the objection(s) including any direct and material adverse effects, the section(s) of these procedures or the international standard that are at issue, actions or inactions that are at issue, and the specific remedial action(s) that would satisfy the appellant's concerns. Previous efforts to resolve the objection(s) and the outcome of each shall be noted.

Within thirty calendar days after receipt of the complaint, the JTC 1 TAG Administrator shall respond in writing to the appellant, specifically addressing each allegation of fact in the complaint to the extent of the respondent's knowledge.

If the appellant and the JTC 1 TAG Administrator are unable to resolve the written complaint informally in a manner consistent with these procedures within fifteen calendar days, the JTC 1 TAG Administrator shall schedule a hearing with an appeals panel on a date agreeable to all participants but within forty-five calendar days, giving at least ten calendar days notice.

The appeals panel shall consist of three individuals who have not been directly involved in the matter in dispute. At least two members shall be acceptable to the appellant and at least two shall be acceptable to the JTC 1 TAG Administrator. The appeals panel members shall be selected as follows:

a) The appellant selects one.
b) The JTC 1 TAG Administrator selects one.
In the event the appellant does not wish to select a panelist or a third panelist cannot be agreed upon, the JTC 1 TAG Administrator shall appoint these individuals to the panel in order to hold a hearing.

The appeals panel shall convene at ITI Headquarters unless another mutually agreed site is selected.

The appellant has the burden of demonstrating adverse effects, improper actions or inactions, and the efficacy of the requested remedial action. The JTC 1 TAG Administrator has the burden of demonstrating that the JTC 1 TAG and the JTC 1 TAG Administrator took all actions in compliance with these procedures and that the requested remedial action would be ineffective or detrimental. Each party may adduce other pertinent arguments, and members of the appeals panel may address questions to individuals.

The appeals panel shall render its decision in writing within thirty calendar days, stating findings of fact and conclusions, with reasons therefor, based on a preponderance of the evidence. Consideration may be given to the following positions, among others, in formulating the decision:

a) Finding for the appellant, remanding the action to JTC 1 TAG or the JTC 1 TAG Administrator with a specific statement of the issues and facts in regard to which fair and equitable action was not taken.
b) Finding for the JTC 1 TAG Administrator with a specific statement of the facts that demonstrate fair and suitable treatment of the appellant and the appellant's objections.
c) Finding that new, substantive evidence has been introduced, and remanding the entire action to JTC 1 TAG or the JTC 1 TAG Administrator for appropriate reconsideration.
If, for whatever reason(s), the appellant chooses to forego the process detailed above, the JTC 1 TAG Administrator shall forward the appeal action to ANSI in accordance with the provisions of 5.9.2. Included in the materials forwarded to ANSI will be all documents pertaining to the JTC 1 TAG Administrator's attempts to resolve the matter at hand.

5.9.5. Further Appeal

If the appellant gives notice to the JTC 1 TAG Administrator that further appeal to ANSI is intended, a full record of the complaint, response, hearing, and decision shall be submitted by the JTC 1 TAG Administrator to ANSI.
 

5.10. Parliamentary Procedures

On questions of parliamentary procedure not covered in these procedures, Robert's Rules of Order (see 2.0) shall be used.
Note that Robert's Rules are not used in international meetings.
 

5.11. Formal Interpretation of This Document

Formal interpretation of this document may be obtained upon request by writing the JTC 1 TAG Administrator. Any request for interpretation shall be addressed by JTPG at the first meeting following receipt of the request. The results of JTPG's deliberations shall be forwarded to the requester.

Appeals to any interpretation made under this procedure may be made directly to the JTC 1 TAG by requesting in writing that the issue be reviewed at its next scheduled meeting.

The JTC 1 TAG Administrator shall maintain a record of all requests including the substance of the request and the interpretation provided. This record of interpretation shall be periodically distributed to all members of the JTC 1 TAG as well as all JTC 1 TAG Subgroup officers, and shall serve as a basis for future revisions of this document.
 

5.12. Procedures for Processing Publicly Available Specifications (PAS) Submitter Applications and PAS submissions

5.12.1. General

This section describes the procedures within the JTC 1 TAG, JTC 1 SC and WG TAGs for processing of PAS submitter applications and PAS submissions.

5.12.2. Procedures for Processing PAS Submitter Applications

The operating procedures for processing PAS submitter applications are as follows:
1) The JTC 1 TAG Administrator shall distribute the PAS submitter application, which has been received from JTC 1, to the JTC 1 TAG, JTC 1 SC and WG TAG Chairmen and Administrators soliciting comments. The comments will be due to the JTC 1 TAG Administrator in 30 days. Formal positions from subsidiary TAGs are welcome, but not required.
2) The JTC 1 TAG Chairman shall appoint an ad hoc committee to consider all comments received and develop a recommendation to be balloted by the JTC 1 TAG. JTC 1 TAG members or representatives of SC TAGs interested in participating on the ad hoc committee are requested to notify the JTC 1 TAG Administrator by email with their response to the call for comments.
3) The ad hoc committee's position shall be balloted by the JTC 1 TAG.
4) If time permits, a ten-day reconsideration ballot will be conducted if negative votes are received on the ballot.

5.12.3. Procedures for Processing JTC 1 PAS Approval Ballots

The operating procedures for processing JTC 1 PAS approval ballots are as follows:
1) Upon receipt of the JTC 1 ballot on the submission of a PAS as an International Standard, the JTC 1 TAG Administrator will distribute the PAS to the JTC 1 TAG, for information, and to the appropriate subsidiary TAG(s) for development of a recommendation.
2) The JTC 1 TAG Chairman may appoint an ad hoc committee as necessary where multiple TAGs share an interest in the PAS's subject area, or where there is not an appropriate TAG.
3) After ANSI initiates a public review and all subsequent comments are considered by the appropriate TAG or ad hoc committee, the recommended U.S. position on the PAS shall be balloted by the JTC 1 TAG.
4) U.S. representation at any ballot resolution meeting will come from the group that developed the recommended U.S. position (e.g. the appropriate subsidiary TAG or ad hoc committee).

Appendix C. Glossary

Board of Standards Review
The ANSI board responsible for approval and withdrawal of American National Standards.

Committee Draft (CD)
A proposal for an International Standard registered at the ITTF to which a CD number has been allocated.

Draft International Standard (DIS)
A CD which, having received substantial support from the P-members of a JTC 1/SC, has been registered at the ITTF for distribution to National Bodies for approval as an International Standard.

Fast Track
An ISO/IEC procedure adopted by JTC 1 which allows for certain members of JTC 1 to propose that an existing approved standard from any source be submitted directly for vote as a DIS.

Information Systems Standards Board (ISSB)
The standing organization within ANSI with planning and coordination responsibility for information systems standards.

Information Technology Task Force (ITTF)
A joint group formed by the IEC Central Office and the ISO Central Secretariat to provide joint support from the staffs of both organizations for the activities of JTC 1.

International Standard (IS)
A DIS which has been approved in accordance with the JTC 1 Directives and accepted for publication by the JTC 1 Secretariat and the Secretaries-General.

International Standardized Profile (ISP)
An internationally agreed-to, harmonized document which identifies a standard or group of standards, together with options and parameters, necessary to accomplish a function or set of functions.

Joint Technical Committee 1 (JTC 1)
The first Joint Technical Committee of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) formed to work in the area of Information Technology.

Joint Technical Committee 1 Technical Advisory Group (JTC 1 TAG)
A group consisting of any interested or materially affected parties that serves as the U.S. Technical Advisory Group to ANSI for the JTC 1 Activities.

Joint Technical Committee 1 Technical Advisory Group Administrator (JTC 1 TAG Administrator)
The organization or individual responsible to ANSI for the administration of the JTC 1 Technical Advisory Group. Currently, the JTC 1 TAG Administrator is ITI.

Liaisons
Subgroups of JTC 1 or of the JTC 1 TAG, or entities external to JTC 1 or to the JTC 1 TAG, that have an interest in the work of JTC 1 or the JTC 1 TAG. In order to establish liaison, the peers must agree to a fair exchange of documentation of equal value and may provide technical experts to attend meetings of the other groups.

Memorandum of Agreement (MOA)
The October 1997 agreement (ISSB 1868) endorsed by the ANSI Information Systems Standards Board which allows various entities to assume TAG responsibility for a specific project, area of work, working group, or Subcommittee of JTC 1.

National Body (NB)
A member Body of ISO or a National Committee of IEC that is a registered member of JTC 1 (one per country)

New Work Item Proposal (NP)
A proposal distributed by the Secretariat of JTC 1 or an SC to P-members for balloting on inclusion of the work item in the program of work.

Other Working Group (OWG)
A group established by the JTC 1, an SC or a WG to undertake specific tasks, generally between meetings. These tasks are defined at a meeting of the establishing body.

Secretariat
An NB which has been assigned, by mutual agreement, the responsibility for providing technical and administrative services to JTC 1 or one of its subsidiary bodies.

Special Working Groups (SWG)
Organizations established by the JTC 1 as part of its permanent structure.

Subcommittee (SC)
The JTC 1 organization responsible for international standards development for a specific area of information processing.

Subgroups
The term used to collectively refer to all entities under JTC 1 or under the JTC 1 TAG.

Subsidiary TAG
The term used to collectively refer to Subcommittee, working group and project TAGs.

Technical Advisory Group (TAG)
The TAG is the ANSI-recognized group that has the primary responsibility for participation in the ISO Technical Committee or Subcommittee work. It is the TAG's job to recruit delegations, supervise their work, and determine ANSI positions on proposed standards.

Technical Advisory Group (TAG) Administrator
The organization or individual responsible to ANSI for the administration of a Technical Advisory Group.

Technical Committee (TC)
A committee responsible for the development of standards and related documents within its assigned scope.

Technical Report (TR)
A document which is not ready or suitable for publication as an IS but for which publication in the interests of standardization is justified.

Working Draft (WD)
A document pertaining to a work item distributed by the Secretariat of JTC 1 or any of its SCs, or by the Convener or Secretariat of a WG, to its members, with a view to the subsequent preparation of a CD.

Working Groups (WG)
A group established by JTC 1 or an SC to undertake specific tasks as defined at a meeting of the parent body.
